Heliotrope Drive) <br />RECOMMENDED ACTION <br />Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior <br />Modification Application No. 2022-05. <br />EXECUTIVE SUMMARY <br />Brian and Denise Byrd are requesting approval of Historic Exterior Modification Application <br />(HEMA) No. 2022-05 to allow exterior modifications consisting of a first floor addition of <br />approximately 225 sq. ft., first floor remodel, and a second floor addition of approximately <br />188 sq. ft., for the Miller House located at 1809 N. Heliotrope Drive. The property was listed <br />as “Contributive” in 2009. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property is located on the east side of Heliotrope Drive in the Floral Park <br />neighborhood. The General Plan land use designation for the site is Low Density <br />Residential (LR) and the zoning district is Single-Family Residential (R1). The site <br />contains a two-story 2,616-square-foot residence and detached garage on a 12,100- <br />square-foot residential lot, with transitional styling, combining aspects of the Moderne <br />style (Art Moderne variant) and the Colonial Revival (Regency Variant). The property is <br />known as the Miller House and is individually listed as No. 539 on the Santa Ana Register <br />of Historical Properties (“Register”). It was placed on the Register in 2009 and was <br />categorized as “Contributive.” <br />The Miller House combines elements of the Art Moderne variant of the Moderne style and <br />the Regency Variant of the Colonial Revival style. The house is capped by a hipped roof <br />with a low pitch, which makes the hip nearly imperceptible from the sidewalk, and no <br />overhanging eaves. An asymmetrical but balanced design characterizes the residence, <br />which is rectangular in plan. The design composition emphasizes the horizontal, with a <br />band of molding marking the division between the first and second stories.
