Heliotrope Drive) <br />July 7, 2022 <br />Page 3 <br />2 <br />7 <br />4 <br />3 <br />Analysis of the Issues <br />As proposed, the project will follow the Secretary of the Interior’s Standards (SOIS) for <br />the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, <br />Restoring, & Reconstructing Historic Buildings (Kay D. Weeks and Anne E. Grimmer, <br />revised 2017). The proposed exterior modifications would be considered a rehabilitation <br />project and as such be evaluated against ten criteria. Staff has reviewed the proposed <br />modifications in comparison to the SOIS. The following is a review of the findings as they <br />pertain to the applicable criteria: <br />1. A property will be used as it was historically or be given a new use that requires <br />minimal changes to its distinctive materials, features, spaces, and spatial <br />relationships. <br />The project complies with Standard No. 1. The property currently maintains its <br />historic use as a single-family residence. The use is not proposed to change. The <br />interior configuration will remain substantially the same with the addition providing <br />enhanced functionality. <br />2. The historic character of a property shall be retained and preserved. The removal <br />of historic materials or alteration of features and spaces that characterize a <br />property shall be avoided. <br />The project complies with Standard No. 2. The historic character of the subject <br />property will be retained and preserved. The proposed first and second story <br />addition has been designed to remove as little historic material as possible, and <br />will be located on a secondary non-character defining façade, toward the rear of <br />the structure, where it will not be generally visible from the public right-of-way. The <br />proposed exterior alterations will not alter the primary west (front) elevation, or any <br />important spatial relationships that characterize the property. <br />3. Each property will be recognized as a physical record of its time, place, and use. <br />Changes that create a false sense of historical development, such as adding <br />conjectural features or elements from other historic properties, will not be <br />undertaken. <br />The project complies with Standard No. 3. The proposed changes will not create <br />a false sense of historical development. The proposed first and second floor <br />addition will read as contemporary in comparison to the existing single-family <br />residence which incorporates distinctive architectural features of the Moderne style <br />and Colonial Revival style. The addition will have a matching roof to the existing <br />house and is designed to be compatible with the existing scale and massing of the <br />residence. Moreover, the addition would be distinguished by the slightly varied <br />fenestration, French doors and varied balcony railings on the rear second story <br />Historic Resources Commission 6 –3 7/7/2022
