CITY OF SANTA ANA <br />RFP NO,: 22-023 <br />ARC FLASH ANAYLSIS AND ELECTRICAL SAFETY PROGRAM DEVELOPMENT <br />short circuit and coordination studied. In addition, the Contractor shall perform the arc flash <br />analyses under the worst case arc flash conditions and all modes of operation. <br />All necessary information shall be gathered and all electrical systems shall be analyzed from <br />the utility connection point to the equipment connection points. The Contractor's field <br />technicians and service engineers shall perform all work in accordance with the latest National <br />Fire Protection Agency (NFPA) 70E and Institute of Electrical and Electronics Engineers <br />(IEEE) Standard 1584 guidelines. <br />The Contractor shall provide but is not limited to the following services for each facility: <br />Field collection of data on all existing facilities electrical equipment <br />o Assume that any drawings or documentation that exists may or may not aid in <br />the collection or analysis <br />Verify all one line diagrams, if available. If not available, the Contractor shall generate <br />the appropriate detailed and accurate one line diagrams. <br />o All discrepancies found in existing one line diagrams shall be brought to the <br />City's attention as a drawing markup <br />One line diagram information shall Include: <br />o Electrical structures <br />o Voltages at each point <br />o Short circuit available at each point <br />o Horsepower ratings of each motor <br />o City of Santa Ana's standard names of all panels and equipment <br />2. ARC FLASH ANALYSIS <br />The Contractor shall provide an in-depth power systems short circuit, coordination study and <br />arch flash analysis of the City's facilities. The assessment shall include but are not limited to <br />the following: <br />1. Short circuit study to determine the levels of current that flow in the electrical system <br />under fault conditions. <br />2. Protective device coordination and interrupt rating studies to determine proper settings <br />of protective devices. The short circuit study and the coordination study shall precede <br />the arch flash analysis, <br />3. The Contractor shall determine the level of incident energy at each switchboard, motor <br />control center (MCC), panel board, remote terminal unites (RTU), variable frequency <br />drive (VFD) panels and other electrical equipment requiring analysis. Current NFPA <br />and IEEE standards shall be utilized to yield arc -flash hazard results which comply with <br />the latest industry standards. <br />a. Arch flash assessments shall include each operating mode for the power system to <br />ensure correct incident energies are calculated for all system conditions. <br />4. The Contractor shall determine if the motor control buckets can be hot swapped and <br />indicate as such on the MCC arc flash 70E labels or specify on the general use <br />City of Santa Ana RFP 22-023 <br />Arc Flash Analysis and Electrical Safety Program Development <br />Page 15 <br />
