Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 21 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />January 17, 2023 <br />TOPIC: Amendment for Landscape Maintenance Services at City Parks <br />AGENDA TITLE: <br />Amend Agreement with DMS Facility Services, to Increase the Contract Amount by <br />$545,800 for Enhanced Landscape Services of City Park and Park Buildings (General <br />Fund and Parking Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute the third amendment to the agreement with DMS <br />Facility Services, to provide landscape maintenance and repairs at City Parks, <br />increasing the amount by $545,800, which includes a $100,000 contingency, for the <br />remaining term from January 17, 2023 through January 31, 2024, for a total agreement <br />amount of $16,038,396 subject to non-substantive changes approved by the City <br />Manager and the City Attorney. <br />DISCUSSION <br />As of July 1, 2022, park maintenance functions have transferred from the Parks, <br />Recreation, and Community Services Agency (PRCSA) to the Public Works Agency <br />(PWA). PWA’s Parks, Fleet, and Facilities Division provides landscape maintenance <br />services at city parks and facilities. <br />On October 7, 2019, PRCSA released a Request for Proposal (RFP) for landscape <br />maintenance services, and on February 1, 2020, DMS Facility Services was awarded <br />the contract for a not to exceed amount of $14,586,000. DMS Facility Services has <br />provided continuous landscape maintenance and clean up services at city parks and <br />facilities. Their highly professional and prompt response has been instrumental in <br />keeping park sites clean and maintained. With the adoption of the City’s FY 22/23 <br />budget, the City Council approved an additional $2.5 Million for park maintenance. <br />Over the years, there has been a need for an increased level of maintenance services <br />due to vandalism, theft of our irrigation systems, and the need for cleanup services in <br />and around landscape areas. The enhanced services are to increase trash pick-ups and <br />repair damages created by transients; to provide clean and safe park spaces. Secondly, <br />the increase will allow for an increase in pressure washing of picnic areas, benches, <br />new trash receptacles, and park amenities providing a welcoming site for residents to <br />enjoy our parks. Lastly, our aging irrigation infrastructure continues to fail to cause <br />City Council 21 – 1 1/17/2023 <br />
