D. UNDERSTANDING SCOPE OF SERVICES <br />With the rapidly growing number of regulatory <br />levels and public health goals for per- and poly- <br />PFAS compounds, and the additional planned <br />regulations from both California and the USEPA; <br />the City is planning ahead to address PFAS at your <br />existing groundwater wells (regardless of current <br />concentrations). Under the OCWD PFAS basin -wide <br />program, five groundwater wells are currently in <br />various stages of design and construction to treat <br />the wells with IX treatment processes. With 21 <br />existing groundwater wells providing a significant <br />portion of the City's water supply, the swift and <br />streamlined planning, design, and construction of <br />additional groundwater treatment facilities is critical <br />to minimize potential financial impacts from the <br />costs of supplementing supply with imported water. <br />In selecting design consultants to provide on - <br />call planning study, design, bid phase support, <br />and construction phase support services for <br />the remaining impacted groundwater wells, <br />we understand consultant services under this <br />contract may be for any one or group of City owned <br />groundwater wells. Well 26 has been identified as <br />one facility requiring wellhead treatment. <br />Approach <br />This section outlines Stantec's proposed approach <br />toward on -call planning in addressing City-wide <br />treatment options, as well as design, bid, and <br />construction phase services. Our approach is <br />tailored for the specific considerations of Well 26 <br />and is generally applicable to any of the City's other <br />groundwater well sites. <br />Project Management <br />Our overall project administration and design <br />supervision will be an on -going task from initial <br />planning through construction and start-up of the <br />treatment facilities. This task will include regular <br />communication with City staff, other affected <br />stakeholders, and internal project design staff. <br />Monthly invoicing and project status reporting <br />is also included. An initial kick-off meeting, <br />regular progress meetings, and workshops will <br />be conducted based on the needs of each on -call <br />project assignment. Project management effort will <br />be included separately in the planning tasks, and <br />design services tasks. <br />Schedule and Staffing <br />We have identified staff who are available and <br />committed for your on -call project. In turn, we also <br />understand project schedules can change and <br />staffing conflicts may arise during project delivery <br />(see Preliminary Schedule). To proactively address <br />keeping projects on schedule and budget, Stantec <br />affords a broad network of resources accessible <br />across multiple offices. As a large and integrated <br />company, we use this staffing network to help <br />mitigate staffing issues that may arise. As a recent <br />example, for LADWP's San Fernando Groundwater <br />Treatment design -build project, we mobilized close <br />to 200 staff across 22 business centers/offices to <br />deliver final design for 25- and 40-MGD treatment <br />facilities within 12 months (over 2,000 drawings) — <br />during the initial Covid-19 outbreak. <br />Planning Study <br />To provide a holistic and well-defined plan for PFAS <br />treatment for impacted wells, the Stantec team <br />proposes a systematic process with input from the <br />City along with milestone workshop meetings. The <br />process will begin by obtaining and reviewing water <br />quality data, operations information, how each well <br />is integrated with City reservoirs and the distribution <br />system, along with performing site visits to all <br />identified well sites. We believe planning is only <br />as good as the information available. Fortunately, <br />the Stantec team is already familiar with much <br />of the City's wells and water operations. We will <br />apply this knowledge to Well 26 and any other wells <br />considered under this study. Additionally, we believe <br />planning needs to be collaborative, and for the <br />study as a whole and for each new site considered <br />we value City input, preferences, and priorities. Our <br />team has done infrastructure and treatment system <br />planning for decades, including our recent work <br />with the West Valley Water District and Sacramento <br />County Water Authority among others, and you can <br />ask them about our approach to executing those <br />projects (see Relevant Experience). <br />Our proposed work sequence consists of: <br />+ Kick-off Meeting with the City —Review and <br />discuss scope of work, schedule, and work plan <br />for the study.
