+ Data Collection and Analysis —Review available <br />information from the City for water quality, site record <br />drawings, planned facility improvements, well flow -rate <br />capacities, reservoir information, and distribution <br />system operation. <br />+ Field review —Of the affected well sites with City staff <br />to understand the unique aspects of each site and its <br />operation. <br />+ Workshop No. 1—Review the list of every impacted well <br />the City operates and discuss the operation, system <br />hydraulics, flow rates/annual production, and water <br />quality at each. Review potential treatment scenarios <br />(blending, individual well site treatment, centralized <br />treatment) and prepare conceptual site layouts. <br />+ Alternatives Development, Site Planning —Prepare an <br />analysis of each well site's existing infrastructure, <br />hydraulics, any additional pretreatment needs, and the <br />most appropriate treatment system (centralized <br />treatment, individual well site treatment). <br />+ Workshop No. 2—Present alternative treatment <br />approaches for each well and preliminary site layout <br />alternatives. Planning level costs will be presented for <br />alternatives as necessary for evaluation/comparison. <br />Here 3D renderings could be prepared for public or City <br />presentations as a value-added service. <br />+ Draft Report —For the City's review, we will prepare <br />findings, preliminary costs, identify any impacted <br />stakeholders, and make recommendations regarding <br />groundwater well treatment alternatives and <br />approaches. Our analysis will include preliminary <br />hydraulics and additional infrastructure requirements, if <br />any. Planning level cost opinions will be prepared and <br />compared with any available funding sources the City <br />has along with an implementation plan and schedule <br />(including phasing of priority treatment sites), and a list <br />of required permits to design and construct the <br />necessary facilities for each site. <br />+ Prepare Final Report —which will incorporate the City's <br />review comments. <br />As part of our approach, we will leverage the strengths <br />of our local experience and industry experts to provide <br />a thorough planning study for the City to serve as a <br />roadmap for wellhead treatment. The following outlines <br />how our team will add value to the City: <br />Incorporate unique institutional knowledge <br />From the OCWD on -call program, Stantec's gained <br />knowledge allows us to evaluate and plan more efficiently <br />and accurately. For example: <br />- Our team knows that recreational park locations will <br />require approvals from the Parks Department with the <br />likely support of 3D renderings. We know this does not <br />apply for Well 26; however, we can budget this into our <br />design and account for it in the schedule should this <br />apply to any other City wells. <br />We understand the electrical systems are dated at <br />some wells and may require upgrades. We have EA, as <br />the City's trusted integrator, on our team to advise of <br />I&C upgrades that are planned and/or necessary for <br />compatible system operations. Our electrical designers <br />know the upgrades that were necessary at Well 40 and <br />38, and will identify and plan for similar requirements at <br />other well sites. <br />Stantec is familiar with the PFAS Treatment Systems <br />Planning Study Producer Report previously prepared <br />through OCWD and the water quality from the wells <br />sampled for that study, all of which were above the NLs <br />for PFOA, PFOS, and the new limit for PFHxS. <br />Stantec's culture embraces <br />using first principle science <br />in our industry -leading water <br />treatment models and does not <br />rely on potentially biased vendor <br />predictions. <br />Identify options to accelerate schedule <br />We expect that schedule is important to reduce reliance <br />on high-priced imported water. We will discuss schedule <br />acceleration ideas with the City to identify where the <br />advantages benefit the City, such as: <br />+ Pre -purchasing vessels can avoid long fabrication lead <br />times due to high demand for the types of pressure <br />vessels used for these media -based treatment systems. <br />Similarly standby generators and electrical control <br />equipment are becoming increasingly hard to obtain. <br />We have helped many clients pre -procure equipment <br />and have standard specifications that can help us <br />produce pre -purchase bid packages quickly. <br />+ Our existing designs of other City sites can be <br />leveraged to accelerate the design schedule for any <br />site. We will be starting work from reviewed and proven <br />layouts and specifications that already incorporate the <br />City's preferences and standards for many design <br />aspects. <br />Water quality expertise <br />The Stantec team brings a variety of experience on PFAS <br />treatment outside of Orange County to support this <br />project as needed.
