TASKS NECESSARY FOR SUCCESSFUL COMPLETION <br />Scope of Services <br />The following defines our scope of services included <br />within this proposal and our fee estimate. <br />1. PLANNING STUDY AND CONSULTING <br />SERVICES <br />The Stantec team will perform a Planning Study for the <br />City in which the number of wells impacted by PFAS, their <br />location, and areas available for a treatment system(s) <br />and site access will be examined. The Planning Study will <br />assess how the treatment systems) would be integrated <br />into the City's existing operations, help determine <br />whether a centralized treatment plant is feasible for <br />combining wells, provide alternative design options, <br />assess the potential for blending, provide initial support <br />for permitting and develop capital costs associated <br />with potential land acquisition, permitting, pipeline <br />connections and system integration. <br />The scope of work consists of the following for the <br />Planning Study: <br />A. MANAGEMENT ACTIVITIES <br />Stantec will conduct project management activities to <br />facilitate adherence to budget and schedule. Our team will <br />coordinate and attend meetings with City staff during the <br />planning study, consisting of the following: one project <br />kick off, two planning workshops, one review meeting for <br />the draft report. These meetings will be held virtually via <br />Microsoft Teams except the kick-off meeting, assuming <br />this is the City's preference. Stantec will provide minutes <br />for each meeting as well as biweekly progress updates to <br />the City. <br />WELL ASSESSMENT AND INITIAL TREATMENT <br />DESIGN <br />Stantec will review information provided by the City on the <br />City's groundwater conveyance systems, impacted wells, <br />reservoirs, imported water connections. Our team will <br />conduct site visits per the City's request to help determine <br />available area of land for the PFAS treatment systerl <br />which are assumed to be able to be completed in two full <br />days. Stantec will assess how the treatment systems) <br />will be integrated into the City's existing operations. We <br />will also review existing and available information on <br />the City's historical PFAS bench- and pilot -scale testing, <br />as well as historical Planning Studies performed and <br />existing PFAS treatment facility layouts, and adhere to the <br />standards set therein. <br />In the preliminary Planning Study, the Stantec team will <br />provide a conceptual layout for each requested location <br />by the City based on existing ion exchange (IX) treatment <br />systems (Aqueous Vets System rated for 150 PSI). For all <br />IX wellhead treatment designs, we will include cartridge <br />filter pre-treatment, a sand separator, IX lead -lag system <br />capable of addressing the well(s)s gallon per minute <br />capacity, an emergency generator, and an additional <br />sound attenuated booster pump to combat the head loss <br />experienced through the new treatment system. <br />C. PERMIT ASSESSMENT <br />Stantec will perform an initial permitting assessment to <br />understand any requirements, as well as develop a list of <br />required permits (including permit description, issuing <br />regulatory agency, summary of permit requirements, and <br />permit acquisition timelines). <br />D. FEASIBILITY STUDY <br />The Planning Study will include a feasibility study in which <br />we will investigate hydraulic conditions of existing wells <br />and help determine what modifications to existing well <br />pumps and booster pumps will be necessary, if any, for <br />the installation of the proposed PFAS wellhead treatment <br />facilities. <br />E. COST ESTIMATES <br />Stantec will provide an opinion of probable construction <br />costs (OPCC) for the treatment facility equipment, <br />any necessary land acquisition to accommodate a <br />treatment system(s), permitting, plumbing connections, <br />transmission alignments and system integration. Stantec <br />will also provide capital, maintenance and operation cost <br />estimates for IX treatment systerl <br />F. PRELIMINARY SCHEDULE <br />Stantec will develop a preliminary phasing schedule for <br />construction in the Planning Study. The plan is intended to <br />provide the City a schedule and projected annual outlays <br />for financial planning. In the preliminary schedule, we will <br />include the anticipated duration of construction, as well <br />as utility extensions required. <br />RT <br />The final report will consist of a summary of the planning <br />study items listed herein and will be submitted to the City <br />for review and comments. We will provide a PDF digital <br />copy of the preliminary report and shall incorporate <br />comments made by the City prior final report submission. <br />Our final report will also include a summary of major <br />City of Santa Ana On -Call Engineering Design Services for PFAS Treatment Systems RFP NO. 22-133 14 <br />
