Id4
NEPA & CEQA FOR PARK REPLACEMENT
Federal Lands to Parks Land Exchange for Centennial Park in Santa Ana
The proposed project involved the construction and operation of
parklands to replace 2.6 acres in Centennial Park that were leased
to Rancho Santiago Community College District. The replacement
parklands encompass three park sites —a 6th Street site, a Raitt Street
site, and the Pacific Electric Park on McFadden —that total 2.76 acres.
Although the replacement park sites are in the city of Santa Ana, the
property in Centennial Park is subject to a public benefit conveyance
deed from the federal government, and the replacement sites will be
brought under that deed. The Department of the Interior- is the federal
sponsoring agency, and the National Park Service is the bureau that
administers the Federal Lands to Parks Program. Therefore, the project
required NEPA approval through an environmental assessment as well
as CEQA approval through a mitigated negative declaration. Different
federal agencies/departments have slightly different processes and
formats for FA and NEPA processing, which required coordinating with
the National Park Service and its program.
Location
Santa Ana, California
Size
2.76 acres
Client
City of Santa Ana
Date Completed
2020
Services Provided
Environmental Assessment, Initial
Study/Mitigated Negative Declaration;
Coordination Between Agencies;
Public Noticing
Return to Proposal page 1-19
® PLACEWORKS A 69
