McFADDEN-ORANGE PARK
CEQA and NEPA Clearance for Pacific Electric Park
The city received the property for Centennial Park as a grant from the
federal government in the late 1940s with the agreement that the city
would use the property In accordance with an approved program. When
the city leased about two and a half acres of the park to the Rancho
Santiago Community College District to build and operate a career
education center, that acreage was out of compliance with the program of
utilization. The National Park Service therefore only agreed to a five-year
extension to its agreement with the city. As a condition to extending the
agreement, the NPS required that RSCCD either move from Centennial
Park or provide replacement park land of equal recreational value.
The city asked Place Works for a recreational value report to assess
a replacement site (Pacific Electric Park); research program needs,
options, and opportunities for the site; and prepare alternative concept
plans and cost estimates. Place Works also prepared the environmental
documents for project approval —an Initial Study/Mitigated Negative
Declaration and a Phase I Environmental Site Assessment. We
also prepared a National Environmental Policy Act Environmental
Assessment because of the NPS and its discretionary authority.
A-70
Location
Santa Ana, California
Size
1.4 acres
Client
City of Santa Ana Parks, Recreation,
and Community Services
Date Completed
August 2012
Services Provided
IS/MND, Phase I ESA, Recreational
Value Analysis/Report, NEPA EA
® PLACEWORKS
