Proposed plans include accessibility, irrigation, and lighting improvements; flex turf area and sports field reconfigurations; dog park and fitness nodes; new parking lot; circulation improvements for pedestrians and vehicles; and other hardscape and landscape improvements. The project will also expand the park to the adjacent eight acres owned by Southern California Edison (SCE), adding an unlighted flex field and parking lot. The IS and accompanying technical studies evaluated the project's impacts to the environment and surrounding uses, including residential. It also evaluated impacts of development on SCE's property, including ongoing operation of the electrical transmission lines. Mitigation measures ensured that the project would not disrupt operation of SCE's transmission lines or recreation activities at the park, or disturb nearby residential neighborhoods. Heritage Community Park Master Plan Update IS/MND. Proposed plans for the 36-acre park include accessibility, irrigation, and lighting improvements; new play areas and courts; water features and picnic amenities; swimming pool; parking lots and better circulation for pedestrians and vehicles; and a new community center, expanded fine arts center, and library. The city anticipates adoption of this IS/MND before the end of the year.
