.44 SANTA ANA GENERAL PLAN UPDATE & EIR including first Environmental Justice Element and Housing Element Update Place Works assisted Santa Ana's in-house effort to update its general plan, whose last comprehensive update was in 1982. We managed multiple aspects of the process, including land use buildout, technical studies, GIs mapping and data management, graphics, and outreach strategies. We also reviewed the city's draft policies for legal compliance, especially with new state laws for climate adaptation and resiliency, environmental justice, and complete streets. The updated general plan now has a strong policy foundation for climate adaptation and resiliency, with direction to integrate them into the city's climate action plan. Addressing complete streets helped the city prepare an active transportation plan, and the updated mobility element provides a framework that integrates designs and networks for walking, biking, cars, trucks, buses, streetcars, and trains. As part of a multiphase community outreach program, PlaceWorks helped craft strategies to meaningfully engage environmental justice communities —such as multilingual fact sheets, presentations, and surveys —and a bilingual video on environmental justice, recognition of past community efforts, and potential future actions. Based on feedback, the city refined the policy framework and implementation plan to address concerns raised by residents and stakeholders.
