of Work <br />1. Preliminary Data Research & Review <br />The RICK Team will research, obtain, and review available data as a reference to prepare the <br />preliminary and final PS&E. Data includes: State, County, City, utility and other records/documents; <br />existing street, signal, storm drain, gas, sewer and water main improvement plans; topographic data <br />maps; record drawings; wet and dry utility plans (to determine size and location); survey centerline and <br />private property monument data; and other pertinent information. <br />Utility records request letters will be sent to the franchise and public utility agencies. These requests <br />will be tracked via a table summarizing the request letters, the obtained data, both with dates sent <br />and received. A copy of this table will be provided to the City and utility agencies. We will review the <br />acquired information with the City prior to beginning any surveys and preliminary design. <br />• We recognize that some utility companies treat as -built requests and plan coordination with <br />low priority and therefore it will be incumbent upon us to start the research and coordination <br />process upon receiving a Notice to Proceed for the project from the City. Furthermore, as <br />mentioned above we will keep a complete and accurate log of communication with the various utility <br />companies and keep the City informed of our progress in this effort. <br />• Careful consideration to the existing utilities and their potential impact on construction cost and <br />schedule will be taken into account throughout the design process. <br />• A complete and accurate plotting of the researched utilities will be performed in order to achieve a <br />utility base file for the plan preparation phase of the contract. <br />2. Design Survey/Existing Conditions Documentation <br />RICK will perform the topographic survey including features that will influence the project design. The <br />survey shall be in conformance with the State Land Surveyors Act and be performed under the direct <br />supervision of a CA Registered Land Surveyor. Rick Survey will use California State Plane Coordinate <br />System, NAD83, Zone V, US Survey Feet. Said survey will field locate monumentation to identify <br />existing right-of-way and property lines within the project area. <br />Tasks will include the following: <br />1. Establish horizontal and vertical survey and construction control for the complete length of the <br />project. <br />2. Perform topographic field survey through conventional survey methods, as required, along the east/ <br />west roadway to include the existing median and north/south lanes within the project limits and will <br />include, but not be limited to: <br />• Roadway half -width cross section elevations taken in the traveled way at 25-ft intervals <br />(minimum) and grade breaks. The sections will include back of sidewalk, top of curbs, gutter <br />flowlines, lip of gutters and lane line striping. <br />• Locate features within the adjacent property including <br />driveways, tops and toes of slopes, limits of parking <br />area, curbs, trees, monument signage and found private <br />utility appurtenances. <br />• Locate existing improvements within the street right-of- <br />way (i.e. above ground utilities, manholes, valve covers, <br />utility vaults and covers, signs, trees, utility poles, traffic <br />signal poles, cross gutters, local depressions, catch <br />basins, sidewalks, pedestrian ramps, etc). <br />• Reduce data to a form showing centerline stationing, <br />offset from centerline, and elevation. <br />• Provide 0.5 ft contours. <br />RICK City of Santa Ana I On -Call Engineering Services, RFP No.: 23-030 23 <br />
