Resolution No. 2023-XXX <br />Page 1 of 2 <br />RESOLUTION NO. 2023-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING THE CITY OF SANTA ANA <br />AUTOMATED LICENSE PLATE READER (ALPR) POLICY <br />FOR CONDUCTING PARKING STUDIES <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines, and <br />declares as follows: <br />A. The Public Works Agency staff is conducting a comprehensive evaluation <br />of the Permit Parking Program to update the program guidelines and requirements which <br />were established in the early 1990s. <br />B. As part of the ongoing Permit Parking Program evaluation, parking studies <br />must be conducted to evaluate and inventory public street parking spaces along with <br />street density. <br />C. In an effort to collect the data required to evaluate and inventory public <br />street parking spaces along with street density in a highly efficient and expeditious rate, <br />traffic engineering staff has chosen to use Automated License Plate Reader (“ALPR”) <br />Technology. <br />D. The development and purpose of the Automated License Plate Reader <br />Policy is to define the appropriate use, collection, security, and retention of ALPR data. <br />E. After review and consideration, the City Council wishes to adopt the <br />proposed Automated License Plate Reader Policy for Conducting Parking Studies, a copy <br />of which is attached as Exhibit 1 (“Policy”). <br />Section 2. The City Council of the City of Santa Ana hereby approves and <br />adopts the Policy for purposes of conducting parking studies in the City of Santa Ana. <br />Section 3. This Resolution shall take effect immediately upon its adoption by <br />the City Council, and the Clerk of the Council shall attest to and certify the vote adopting <br />this Resolution. <br />[Signatures on the following Page] <br />EXHIBIT 2
