Local Guidelines for Implementing the <br />California Environmental Quality Act (2023) ENVIRONMENTAL IMPACT REPORT <br /> <br /> <br />2023 City of Santa Ana Local Guidelines 7-26 ©Best Best & Krieger LLP <br />Review Period” tab for submitting documents that do require review and comment by state <br />agencies. <br />A Draft EIR must be submitted to the State Clearinghouse for review and comment by state <br />agencies (i.e., the Draft EIR must be submitted through the CEQA Submit website under the “State <br />Review Period” tab) in the following situations: <br />(a) A state agency is the Lead Agency for the Draft EIR; <br />(b) A state agency is a Responsible Agency, Trustee Agency, or otherwise has jurisdiction by <br />law over resources potentially affected by the project; or <br />(c) The Draft EIR is for a project identified in State CEQA Guidelines section 15206 as being <br />a project of statewide, regional, or area-wide significance. <br />State CEQA Guidelines section 15206 identifies the following types of projects as being <br />examples of projects of statewide, regional, or area-wide significance that require submission to <br />the State Clearinghouse for circulation: <br />(1) General plans, elements, or amendments for which an EIR was prepared; <br />(2) Projects that have the potential for causing significant environmental effects <br />beyond the city or county where the project would be located, such as: <br />(a) Residential development of more than 500 units; <br />(b) Commercial projects employing more than 1,000 persons or covering more <br />than 500,000 square feet of floor space; <br />(c) Office building projects employing more than 1,000 persons or covering <br />more than 250,000 square feet of floor space; <br />(d) Hotel or motel development of more than 500 rooms; and <br />(e) Industrial projects housing more than 1,000 persons, occupying more than <br />40 acres of land, or covering more than 650,000 square feet of floor area; <br />(3) Projects for the cancellation of a Williamson Act contract covering more than 100 <br />acres; <br />(4) Projects in one of the following Environmentally Sensitive Areas: <br />(a) Lake Tahoe Basin; <br />(b) Santa Monica Mountains Zone; <br />(c) Sacramento-San Joaquin River Delta; <br />(d) Suisun Marsh; <br />(e) Coastal Zone, as defined by the California Coastal Act; <br />(f) Areas within one-quarter mile of a river designated as wild and scenic; or <br />(g) Areas within the jurisdiction of the San Francisco Bay Conservation and <br />Development Commission; <br />(5) Projects that would affect sensitive wildlife habitats or the habitats of any rare, <br />threatened, or endangered species;
