No discussion shall be required of alternatives to the project, <br />cumulative impacts of the project, or the growth-inducing impacts of the project. <br />(Reference: State CEQA Guidelines, § 15179.5.) <br />8.13 SPECIAL REQUIREMENTS FOR REDEVELOPMENT PROJECTS. <br />An EIR for a redevelopment plan may be a Master EIR, Program EIR or Project EIR. An <br />EIR for a redevelopment plan must specify whether it is a Master EIR, a Program EIR or a Project <br />EIR. Normally, the City will not be a Lead Agency for a redevelopment plan. However, if the <br />City is a Responsible Agency on such a project, the City should endeavor to ensure that the county <br />and/or applicable city as the case may be, as Lead Agency, analyzes these impacts in accordance <br />with CEQA. <br />If a Program EIR is prepared for a redevelopment plan, subsequent activities in the <br />redevelopment program will be subject to review if they would have effects that were not examined <br />in the Program EIR. The Lead Agency should use a written checklist or similar device to document <br />the evaluation of the site and the proposed activity to determine whether the environmental effects <br />of the operation were indeed covered in the Program EIR. If the Lead Agency finds that no new <br />effects could occur, no new mitigation measures would be required or that State CEQA Guidelines <br />sections 15162 and 15163 do not otherwise apply, the Lead Agency can approve the activity as <br />being within the scope of the project covered by the Program EIR, and no new environmental <br />document is required. <br />If the EIR for a redevelopment plan is a Project EIR, all public and private activities or <br />undertakings pursuant to or in furtherance of the Redevelopment Plan shall constitute a single <br />project, which shall be deemed approved at the time of the adoption of the Redevelopment Plan. <br />Once certified, no subsequent EIRs will be needed unless required by State CEQA Guidelines <br />sections 15162 or 15163. If a Master EIR is prepared for a redevelopment plan, subsequent <br />projects will be subject to review if they would have effects that were not examined in the Master <br />EIR. If no new effects could occur or no new mitigation measures would be required, the Lead <br />Agency can approve the activity as being within the scope of the project covered by the Master <br />EIR, and no new environmental document is required. <br />(Reference: State CEQA Guidelines, § 15180.)
