<br />Memorial Park East End Master Plan and Aquatic
<br />Center Concept Design

<br />A successful master planning and design process supports dialogue be-
<br />tween all parties and pursues consensus -based decision -making. To that
<br />end, visioning, programing, master planning and conceptual design for the
<br />Memorial Park - East End Master Plan + Reimagined Aquatic Center will
<br />require els+swa to work closely with the City of Santa Ana Public Works
<br />Agency, Park Services Division (Santa Ana PWA, PSD), and other stake-
<br />holders, such as the Santa Ana Memorial Park Neighborhood Association,
<br />or others as deemed appropriate by the City of Santa Ana. The intent is to
<br />achieve, through work sessions and cooperative collaboration, a consen-
<br />sus -based vision, program, and design framework, which will quickly and
<br />effectively be applied to the Memorial Park Master Plan + Reimagined
<br />Aquatic Center. Our approach to this critical initial effort is based upon the
<br />following five components:
<br />1. Design Communication in Multiple Languages: Communicating to
<br />the widest possible audience during the visioning, programming, mas-
<br />ter planning and conceptual design effort requires a team with deep
<br />cross-cultural understanding and a strong awareness of the communi-
<br />ty's diverse composition. We understand that Spanish and English are
<br />commonly spoken by people living in City of Santa Ana, many of whom
<br />frequent Memorial Park. The els+swa team includes architects,
<br />landscape architects and design professionals who are fluent in Span-
<br />ish and the community engagement process, and who will participate
<br />as "project ambassadors" to establish a welcoming and inclusive tone
<br />and to encourage greater community participation in a robust charrette
<br />process.
<br />2. Creative Planning: Preparation of the visioning, programming, mas-
<br />ter planning and conceptual design effort requires a project tea'
<br />combines strength of analysis with expertise in park planning, commu-
<br />nity recreation and aquatics center design, and LEED/Zero Net Energy
<br />(ZNE) strategies. Effective planning begins with the ability to analyze
<br />complex conditions, identify key opportunities and constraints, and
<br />formulate creative solutions. The els+swa team, in collaboration with
<br />stakeholders, will quickly select alternate concepts for enhancing the
<br />east portion of Memorial Park. We will evaluate, test, and collabo-
<br />ratively select a preferred Memorial Park - East End Master Plan +
<br />Reimagined Aquatic Center Concept, which will embody the opti-
<br />mal planning and design response to functional, financial, visual, and
<br />environmental requirements to help achieve a successful conceptual
<br />design and associated cost estimate.
<br />Unplugged Design (ZNE): With sustainability always in mind,
<br />els+swa' projects start from the premise that buildings should be de-
<br />signed to perform independently from any building system. We orient,
<br />shape, and shade buildings to maximize daylighting, to reduce heat
<br />gain in summer while allowing it in winter, and to take advantage of
<br />natural ventilation when useful. This bioclimatic approach allows us to
<br />eliminate or minimize building systems to reduce the need for on -site
<br />renewable energy production. Optimizing building envelopes reduces
<br />loads and supplies the right amount of thermal mass to make buildings
<br />comfortable for occupants while requiring little energy for building sys-
<br />tems. In developing our conceptual design package, we will perform
<br />a detailed site and climate analysis as the basis of our ZNE approach.
<br />By understanding the opportunities inherent in the eastern portion of
<br />the Memorial Park site, we can choose design strategies that take
<br />maximum advantage of the site and climate to reduce building loads
<br />and supply on -site energy.
<br />Placemaking Design: To realize the full potential envisioned for the
<br />Memorial Park - East End Master Plan + Reimagined Aquatic Cen-
<br />ter via the visioning, programming, master planning and conceptual
<br />design process, els+swa will identify and build on existing and future
<br />park and aquatic center physical connections, patterns, and systems.
<br />To this end, we will prepare a final conceptual master plan that creates
<br />a strong yet flexible framework that addresses Santa Ana's circulation
<br />requirements and presents a master planning strategy and architectur-
<br />al image that ensures a memorable and enduring place.
<br />CEQA/NEPA - Realistic Solutions/Problem Solving: Successful
<br />development concepts require visionary yet realistic planning that
<br />meets social, economic, and physical design goals, leading to a mas-
<br />ter plan that can be successfully CEQA/NEPA-certified. The visioning,
<br />programming, master planning and conceptual design for the Memo-
<br />rial Park - East End Master Plan + Reimagined Aquatic Center will
<br />account for political, economic, and functional realities. els+swa will
<br />work closely with the City of Santa Ana and the Parks and Recreation
<br />Commission, and other key stakeholders to ensure a functional and
<br />feasible concept. Most importantly, a Memorial Park - East End
<br />Master Plan + Reimagined Aquatic Center Concept that earns
<br />CEQA/NEPA certification by the City Council, by dates required for
<br />funding per the American Rescue Plan Act (ARPA), as well as com-
<br />pleting the Construction Documents for Phase I, Aquatics Facility, for
<br />public advertisement and bid by April 2024.
<br />Our approach to completing PART 1, Task 1 and Task 2, per the RFP is
<br />proposed below. Based on several assignments similar in many aspects
<br />to yours, we would like to offer a more detailed and tailored outreach,
<br />master planning and concept effort that we believe will support a success-
<br />ful Memorial Park - East End Master Plan + Reimagined Aquatic Center
<br />Concept design process. We intend to submit all the deliverables listed
<br />under Task 1 — Preliminary Concept Planning and Task 2 — Final Concept
<br />Plan, but just in a slightly different order. Accordingly, we hope you like the
<br />proposed program outlined below. Of course, we are open to discussing,
<br />modifying, and adjusting this program to meet the City of Santa Ana's spe-
<br />cific needs. We believe our community engagement and concept design
<br />effort will result in the most robust, community informed community de-
<br />sign process for the Memorial Park - East End Master Plan + Reimagined
<br />Aquatic Center Final Concept.
<br />TASK 0 — CEQA/NEPA
<br />Rincon's work scope involves the preparation of an IS-MND CEQA and an
<br />EA under NEPA. We anticipate that these are the appropriate CEQA and
<br />NEPA documents; however, if our analysis determines that the project may
<br />have a potential significant and unavoidable environmental impact, Rincon
<br />will contact els+swa, who will in turn contact the City of Santa Ana, to im-
<br />mediately determine an appropriate course of action, including preparation
<br />of a project EIR, if warranted.
<br />Following is an outline or Rincon's proposed effort, which falls under PART
<br />1 and Part 2 and the effort approximately coincides with the completion of
<br />100% Construction Documents. For detailed description of Rincon's scope
<br />and fees, we have included a copy of their proposal with our sealed fee
<br />proposal.
