PROPOSAL FOR <br />On -Call Engineering Design Services <br />3. Bid Phase <br />Tetra Tech will assist with the bidding phase <br />providing the following services: <br />A. Project Management <br />Tetra Tech will coordinate and expedite the <br />preparation, assembly and delivery of bid <br />documents for the City to administer via PlanetBids <br />Portal. We will take the necessary procedures to <br />administer any prequalification of potential <br />Construction Contractors as directed by the City to <br />ensure that all Contracts are competitively bid. <br />B. Technical Support <br />Tetra Tech will provide technical support to the City <br />on questions regarding the meaning and intent of <br />the drawings and specifications, and will assist in <br />achieving the resolution in clarifying any comments <br />potential Construction Contractors may have during <br />the bidding phase. <br />C. Project Addendas <br />Tetra Tech will assist with any addenda required <br />during the bidding process. The City will work in <br />conjunction with Tetra Tech in bidding out the <br />project, providing clarification and evaluating the <br />potential Construction Contractors. <br />4. Construction Phase <br />Tetra Tech will provide general services to support <br />the construction efforts and serve as an extension of <br />City staff to assist in the overall delivery of the <br />project, including pre -construction tasks, reviewing <br />construction submittals, and ensuring that the work <br />is completed in accordance with the contract <br />documents, project closeout and commissioning <br />phase. <br />A. SubmittaUShop Drawing Review <br />Tetra Tech will be responsible for review of <br />completeness and quantity of all required shop <br />drawings, product data, samples, and other <br />submittals. We will transmit the Submittals to City <br />staffing for review and approval and will establish <br />and implement procedures for expediting the <br />processing and approval of Submittals. <br />B. Request for Information (RFl) Response <br />Tetra Tech will assist with RFIs and will update the <br />City on all RFIs issued in the duration of the project. <br />Tetra Tech will maintain, at the job site, records of <br />contract documents including drawings, addenda, <br />change orders, and other modifications of plans and <br />specifications marked to show all changes made <br />during construction. We will also maintain as -built <br />records of underground utilities, including locations <br />PFAS Treatment systems <br />and depths of trenches. At the completion of the <br />project, Tetra Tech will deliver to the City all contract <br />documents including as -built records. <br />C. Change Orders <br />Tetra Tech will conduct comprehensive evaluation of <br />change order requests, provide independent <br />estimates, render recommendations, and assist in <br />claim resolution. Tetra Tech will regularly monitor <br />and report on the status of the Project Construction <br />Budget monthly, indicating actual costs for <br />completed activities and work in progress, and <br />indicating estimates for uncompleted work. <br />D. Project Closeout <br />Tetra Tech will evaluate the completion of the work <br />of the Construction Contractor and make <br />recommendations to the City when work is ready for <br />final inspection. Upon request, Tetra Tech will assist <br />the City in conducting final inspections. <br />5. Code Compliance <br />All materials and workmanship shall be in strict <br />conformity with federal, state and local codes <br />requirements, standards of the latest editions, and <br />guidelines including revisions of the following: <br />• California Building Code (CBC) <br />■ American National Standards Institute <br />(ANSI) <br />• American Society of Testing and Materials <br />(ASTM) <br />• Department of Transportation (DOT} <br />• California State Water Resources Control <br />Board <br />■ Department of Drinking Water <br />■ South Coast Air Quality Management <br />District (SCAQMD) <br />■ Environmental Protection Agency (EPA) <br />■ Occupational Safety and Health <br />Administration (OSHA) <br />6. Project Management and Coordination <br />When a request for service is issued to the City, <br />Tetra Tech will issue an estimate to the City's <br />designated Project Manager. Our team will not <br />proceed with any work without the approval of the <br />City's designated Project Manager in the form of a <br />Notice -to -Proceed. <br />We will invoice the City on a monthly basis for all <br />work performed during the period. Each invoice will <br />be accompanied by a summary of tasks performed, <br />contract agreement number, results and progress <br />on long-term tasks if any. <br />TETRA TECH Page 119 <br />
