Sample Project Budgets <br />In an addendum to the RFP, the City requested sample budgets as well as the following information for <br />two specific property addresses: <br />■ Brief description of methods of inspection <br />■ Sample collection and lab analysis <br />■ Report sections <br />■ Any other necessary tasks <br />Presented below by property address is Dudek's assumed scope of work, approach to the project, and <br />estimated costs. <br />Sample Project: 2245 S. Halladay Street <br />'PROJECT SCOPE <br />The property located at 2245 S. Halladay Street consists of one approximately 0.1-acre parcel of land <br />on Assessor's Parcel Number (APN) 016-105-19. According to information reviewed during the <br />preparation of this scope, the earliest available historical source shows that the property was <br />undeveloped land in 1946. By 1952, a house was constructed on the property, which privately owned. If <br />the City plans to acquire the property, Dudek recommends that a Phase I ESA be conducted during the <br />due diligence period of the transaction. In addition, based on the age of the structure, it is anticipated <br />that a hazardous materials building survey will be necessary prior to demolition or redevelopment; this <br />can be completed during the due diligence period or after the property transfer has been completed. <br />Phase I ESA <br />The Phase I ESA will be prepared in accordance with the ASTM Standard Practice for Environmental <br />Site Assessments: Phase I Site Assessment Process E 1527-13 and E 1527-211. The Phase I ESA will <br />include review and evaluation of past and current uses of the site for indications of the manufacture, <br />generation, use, storage and/or disposal of hazardous substances, and evaluation of potential soil <br />and/or groundwater contamination resulting from current and historical land use activities, including <br />those of nearby properties. Specifically, Dudek will perform the following: <br />■ Conduct a search of regulatory agency records to see if there are currently, or were previously, <br />any reports of hazardous materials contamination or usage at the site or contamination at other <br />nearby sites within the ASTM-specified search radius that could impact the site <br />■ Review relevant records maintained by local regulatory agencies, including the Regional <br />Water Quality Control Board, Department of Toxic Substances Control, Orange County Health <br />ASTM E 1527-21 was released on November 17, 2021. Environmental Protection Agency (EPA) concurrence with <br />the new standard will reportedly take up to one year. Thus, compliance with the All Appropriate Inquiries rule to qualify <br />for an exemption from Comprehensive Environmental Response, Compensation, and Liability Act liability will remain <br />under E 1527-13 until EPA concurs with the new standard. <br />Various Environmental Services Sample Project Budgets <br />
