DUDEK <br />Care Agency, Fire Department, California Geologic Energy Management Division, and the <br />building department <br />■ Review historical source information, including historical aerial photographs, historical <br />topographic maps, Sanborn fire insurance maps, and City Directory listings <br />■ Conduct a search of environmental liens and activity use limitations for APN 016-105-19 <br />■ Conduct a site reconnaissance and document current conditions <br />■ Evaluate the potential for vapor intrusion risk <br />■ Interview the owner(s) and/or site representative/manager regarding the environmental history <br />and background of the site <br />■ Non-ASTM scope items, including visual observations of conditions related to lead -based <br />paint and asbestos -containing building materials, evaluation of local radon data, and review of <br />methane hazard zones <br />The findings of the investigation will be summarized in a Phase I ESA report. As per the ASTM <br />standard, the report will list RECs identified for the site, as well as historical RECs and controlled RECs. <br />Based on the project assumptions previously presented, the Phase I ESA will identify potential impacts <br />of hazardous wastes and materials on the site and include recommendations for further assessment <br />and/or investigation. The Phase I ESA will be prepared under the direct supervision of an <br />environmental professional, as defined in the ASTM Standard. <br />Hazardous Materials Building Survey <br />Based on the age of the structure, lead -based paint and (LBP), asbestos -containing materials <br />(ACM), and other hazardous building materials may be present. Aurora Industrial Hygiene (Aurora) <br />will perform a survey to identify LBP, ACM, and any other hazardous building materials. The survey <br />assumes that samples of homogeneous areas will be collected and submitted to a laboratory for <br />asbestos analysis by polarized light microscopy. The LBP assessment of suspect materials will be <br />performed using X-ray fluorescence (XRF) technology; paint chips of damaged areas may be collected <br />for laboratory confirmation. Aurora assumes that the survey and sampling will take place over one day. <br />Aurora assumes that there will be no more than 30 ACM samples and no more than 5 LBP samples <br />collected for this project. This estimate is based on assessment of one approximately 1,500-square-foot <br />building. The assessment will include indoor and outdoor components of the building. Aurora assumes that <br />all areas are readily accessible, that a 12-foot ladder will be sufficient to access the structure, and that the <br />roof is safely accessible. <br />Aurora will make every effort to minimize damage to building materials; however, asbestos sampling by <br />nature is destructive. Neither Aurora nor Dudek are responsible for repairs or damage to substrates <br />sampled. Inspectors carry roofing mastic and interior caulking for limited repairs to sampled surfaces. <br />California law requires submittal of a California Department of Public Health Form 8552 to the state <br />following lead inspection activities in public or commercial buildings. As such, the industrial hygiene <br />contractor will submit the Form 8552 to the state, with a copy submitted to the City, as required. <br />Estimated costs for the aforementioned scopes of work is presented in Table 1. <br />Various Environmental Services Sample Project Budgets 2 <br />
