Sampling: Soil and or groundwater sampling will <br />be conducted in accordance with federal, state, <br />and local guidelines with the objective of obtaining <br />representative samples of the subsurface materials. <br />No two projects are alike, each requiring a thorough <br />review of background information to establish an <br />appropriate sampling plan. Some projects will allow <br />for standard 3-volume well purging, while others <br />call for low -flow purging. Leighton will include a <br />site -specific sampling plan as part of the work plan. <br />This sampling plan will identify the media to be <br />sampled (e.g., soil, water, soil gas, etc.), the sampling <br />procedures (e.g., drilling, trenching, push probe, <br />monitoring well, etc.), the sample container (e.g., <br />glass jars, brass sleeves, EncoresTM, VOA vials, etc.), <br />preservatives, sample handling, QA/QC objectives <br />and chain -of -custody procedures. <br />Decontamination/Disposal and Manifesting: Field <br />equipment including drilling equipment, sampling <br />materials and anything that may be introduced into <br />the soil or groundwater will be decontaminated before <br />use and between sampling points by washing in <br />a mixture of liquinox (or similar) and water, rinsing <br />in potable water, final rinsing with deionized water <br />and be allowed to air dry. Investigation derived <br />waste (IDW) and soil/groundwater generated during <br />field investigations will be contained in 55-gallon <br />DOT approved drums, appropriately labeled and <br />transported under manifest to a permitted waste <br />handling facility. Waste manifests will be signed by <br />the City prior to transportation of the waste. <br />Leighton will not store any hazardous substances <br />for more than ninety (90) days, will not permit any <br />accumulations in excess of the small quantity <br />generator exclusion of 40 CFR Part 261, and will <br />report to the appropriate regulatory agency any <br />discharges or releases identified, but only upon <br />approval from the City. <br />Quality Assurance/Quality Control <br />Quality Assurance/Quality Control is a vital part of any <br />site investigation. Field activities will be conducted <br />in accordance with the Leighton corporate QA/QC <br />Plan. In addition, we will perform our services in <br />accordance with project specific QA/QC requirements <br />as addressed during the initial kick-off meeting for <br />the project. Laboratory QA/QC will be performed <br />for each method of analysis as required for the test <br />method. The QA/QC data will be reported in summary <br />form and include a description of the constituent, the <br />specific test method, the date, the detection limit of <br />the specific test method, the percent accuracy, the <br />percent precision, and the signature of the laboratory <br />manager or director. These forms will be included <br />in the laboratory reports included as appendices <br />to the final site investigation reports. Technical <br />reports will be signed and stamped by a PG or PE. <br />As an additional QA/QC measure, it is Leighton's' <br />policy that all technical reports be reviewed by <br />an independent (in-house) senior registered <br />professional (PG or PE) not actively engaged in the <br />project prior to final submittal. <br />Site Investigation Reports <br />Leighton will analyze field and laboratory data, and <br />prepare a detailed site investigation report describing <br />the various tasks of the investigation, including <br />field and laboratory data, findings, conclusions, <br />and recommendations. As projects vary in size and <br />complexity, report format and appropriate illustrations <br />will be discussed with the City before and during <br />report preparation to ensure the reports will present <br />the information accurately and effectively, based <br />upon City needs. All appropriately illustrated reports <br />(site maps, cross -sections, iso-concentration maps, <br />groundwater gradient maps, etc.) will be organized <br />in accordance with the requirements of the RFP and <br />other project specific requirements. The reports will <br />be signed by those who prepared it, and signed and <br />stamped by the California -registered professional <br />(PG or PE) overseeing the project. All technical <br />reports will be issued draft reports to review and <br />provide comments, prior to finalization. <br />Leighton <br />11 <br />
