He has analyzed and reviewed cost estimates for hundreds of <br />projects ranging from underground pipelines to high-rise office buildings. <br />These projects involved the training and management of engineers and <br />estimators to determine and track construction costs and activities. Mr. <br />Wilson's detailed estimating experience covers all aspects of building and <br />heavy civil design and construction, including earthwork, structural, <br />mechanical, electrical, and plumbing components. He has conducted <br />numerous physical inspections in order to verify the accuracy and scope of <br />quantities and cost estimates derived from construction blueprints. He also <br />has experience in organizing and tracking requests for information (RFI), <br />project scheduling, negotiating construction change orders, and value <br />engineering analyses. <br />Mr. Wilson's range of professional experience includes working for and with <br />construction management firms, general contractors, architecture and <br />engineering firms, and public accounting and consulting firms. He has also <br />provided asset valuation and classification consulting services to real estate <br />appraisers and construction companies. He has prepared construction cost <br />estimate studies for federal tax depreciation classification and successfully <br />defended these studies when audited by the Internal Revenue Service. <br />Project Experience <br />Office Engineer/Document Control Specialist, Mid -Basin Injection: <br />Centennial Park Project; Santa Ana, CA; Orange County Water District <br />(Duration: 07/17 — 03/20; Value: $29.5 million) —The Mid -Basin Injection <br />project consisted of the construction of the following: four groundwater <br />injection wells in below grade vaults; two (2) monitoring wells; a purified <br />recycled water injection supply pipeline approximately 5,700 feet long that <br />connects to the District's existing Groundwater Replenishment System <br />(GWRS) pipeline and crosses the Santa Ana River; a backflush discharge <br />pipeline approximately 4,200 feet long that discharges to the Greenville - <br />Banning Channel and Centennial Park Lake; installation of submersible <br />pumps within the four injection wells; replacement of approximately 9.6 acres <br />of paving within the Park; demolishing an existing City of Santa Ana restroom <br />facility; and constructing two new buildings. <br />Field Engineer, Mesa Water District Wells No. 12 and 14, South Croddy <br />Way and West Chandler Avenue; Santa Ana, CA; (Estimated <br />Completion: June 2022; Value: $18,500,000) Butier is providing <br />constructability review, project coordination, resident engineering and <br />construction inspection services for the drilling and construction of two 3000 <br />to 4000 GMP municipal water supply wells that will produce groundwater <br />from selected water -bearing zones using the reverse -circulation rotary drilling <br />technique.
