Section F. scope of Services & Schedule <br />Scope of Services <br />The Butier Team will serve as an extension of <br />City staff to assist in the overall delivery of the <br />Well 32 Rehabilitation Improvements project, <br />including pre -construction tasks, managing <br />construction, and ensuring the work is <br />completed in accordance with the contract <br />documents, project closeout and warranty <br />phase. The Butier Team will report directly to <br />the City's Construction Manager. <br />The proposed Scope of Services and <br />Schedule (provided at the end of this section) <br />includes Butier's understanding of the project <br />management and coordination, project <br />administration, and field inspection needs of <br />the City as related to this contract. We have <br />provided sufficient detail to demonstrate that <br />we grasp the magnitude of the project and are <br />experienced in providing the necessary <br />services. <br />I. Review of Contract Documents <br />The PM will perform a thorough review of the <br />contract documents. The review will include, <br />but not be limited to, the appropriateness of the <br />number of working days allowed, and the <br />appropriateness of the number of liquidated <br />damages and timely coordination with other <br />agencies. If any ambiguities, errors, omissions, <br />or conflicts exist, the PM will advise the City's <br />Construction Manager of the need for <br />document content revision, as appropriate. <br />2. Bid Analysis <br />The PM will review the submitted bids for <br />responsiveness and completeness, including <br />verifying licensing, insurance, and bonding, <br />and will assist in performing reference <br />checking. The PM will evaluate bids to ensure <br />they are balanced and not front-end "loaded." <br />Upon completion of the bid reviews, Butier will <br />assist the City in determining the apparent <br />responsible and responsive low bidder for the <br />project. The PM will prepare a formal <br />memorandum detailing the bid proposal review <br />and the recommendation for <br />award. <br />16 <br />3. Pre -Construction Meetings <br />The Butier Team will attend a pre - <br />construction meeting with the public to <br />introduce the CM team and discuss major <br />anticipated construction impacts. In addition, <br />the CM team will attend a pre -construction <br />meeting with the City and project stakeholders <br />to discuss the scope of work, project team, <br />project schedule, contract administration <br />guidelines; contractual roles; and <br />reinforcement of specific requirements for <br />safety, access, and coordination issues for the <br />work. The PM will provide a meeting agenda <br />three (3) days in advance of the meeting and <br />transmit meeting minutes to all attendees <br />within three (3) business days. <br />4. Construction Schedule / Budget <br />The PM and Senior Scheduler will utilize <br />Oracle Primavera P6 to perform detailed <br />monitoring of the Contractor's master schedule. <br />The PM will establish a cost control system for <br />monitoring and updating project costs and <br />budget. The PM and Senior Scheduler will <br />utilize Primavera P6 to prepare an independent <br />construction cost estimate and construction <br />schedule based on a standard five-day <br />workweek. The cost -loaded CPM schedule will <br />provide the PM with the basis for cash flow <br />projections. The budget will be reviewed with <br />the design team and consultants and submitted <br />to the City for acceptance. The PM will revise <br />the budget as directed by the City. <br />5. Public Outreach <br />The Butier Team will attend and co -lead a <br />preconstruction meeting with the community. At <br />this meeting we will introduce the Butier team <br />to the community and discuss major <br />anticipated construction impacts. As stated <br />previously, Omar Dandashi. P.E. has managed <br />extensive community outreach efforts for high - <br />profile, politically -sensitive projects, including <br />the City of Santa Ana's South Main Street <br />Corridor Improvements Project. <br />
