(C) The date and time of the response; <br />(D) The law enforcement, fire, or other emergency response <br />personnel who responded; and <br />(E) An itemized list of the Response Costs. <br />(5) Payment for Response Costs shall be remitted to the City wit arty <br />(30) calendar days of the date of the notice. Tt ity Council finds and determines that this Ordinance is not <br />subject to the California Environmental Quality Act (CEQA) pursuant to Sections <br />15061(b)(3) and ,15308 of the State CEQA Guidelines because it can be seen with <br />certainty that tWireworks regulations, as provided for in this Ordinance, will not have a <br />significant effect on the environment and that the regulations represent actions by a <br />regulatory gency for the protection of the environment. <br />41ction 5. If any section, subsection, sentence, clause, phrase or portion of this <br />ordiOnce is for any reason held to be invalid or unconstitutional by the decision of any <br />coati of competent jurisdiction, such decision shall not affect the validity of the remaining <br />portions of this ordinance. The City Council of the City of Santa Ana hereby declares that <br />it would have adopted this ordinance and each section, subsection, sentence, clause, <br />phrase or portion thereof irrespective of the fact that any one or more sections, <br />subsections, sentences, clauses, phrases, or portions be declared invalid or <br />unconstitutional. <br />Ordinance No. NS-XXX <br />Page 5 of 7 <br />
