Jurisdiction Santa Ana <br />Reporting Year 2021 (Jan. 1 - Dec. 31) <br />1 2 3 4 <br />Name of Program Objective Timeframe in H.E Status of Program Implementation <br />Housing Programs Progress Report <br />Describe progress of all programs including local efforts to remove governmental constraints to the maintenance, improvement, and development of housing as identified in the housing element. <br />Table D <br />Program Implementation Status pursuant to GC Section 65583 <br />ANNUAL ELEMENT PROGRESS REPORT <br />Housing Element Implementation <br />(CCR Title 25 §6202) <br />16. Transit Zoning Code <br />(TZC) <br />Continue to implement the TZC for eligible <br />properties in downtown Santa Ana. <br />Facilitate and encourage the development <br />of varied housing types at a mix of <br />affordability levels, including for lower <br />income households using appropriate <br />incentives. Manage the development of <br />Housing Authority–owned property with <br />quality sustainable housing, including <br />affordable housing consistent with City <br />goals. <br />Ongoing Throught the implementation of the TCZ, the City continues to facilaite and encourage <br />the development of varied housing types for all income levels. The City approved entitled <br />a 17-unit permanent supportive housing project (Francis Xavier Residences), and issued <br />permits for over 200 units within the plan area. <br />17. Metro East Mixed Use <br />Overlay Zone (MEMU) <br />Continue to implement the MEMU Overlay <br />Zone policies to facilitate and encourage <br />the development of new housing and the <br />long-term transition of the area. <br />Ongoing The City continues to review residential and mixed-use development proposals in the <br />MEMU area. In 2021, the construction of a 418-unit affordable senior housing (Metro <br />East Senior Apartments) project was completed. Also, a 603-unit mixed-use <br />development (Elan project) and 552-unit affordable housing development (First Point I <br />and II) started construction.
