Prior <br />to Fehr & Peers, Paul worked at the City of Corona in the <br />Traffic Engineering Department for two years. He has led a <br />wide variety of projects including traffic studies, infrastructure <br />projects, travel demand forecasting, parking and circulation <br />studies, and long-range development plans. Mr. Herrmann is <br />an expert in SIB 743 Implementation and VMT Analysis for <br />CEQA projects. Mr. Herrmann serves clients throughout <br />Southern California with projects throughout the SCAG region. <br />PROJECT EXPERIENCE <br />SB 743 Implementation and VMT Impact Guidelines, <br />Anaheim, CA <br />Mr. Herrmann was the Project Manager for this effort. Fehr & <br />Peers assisted the City of Anaheim with SB 743 <br />implementation. We are evaluated the available tools to <br />conduct VMT analysis and prepared possible strategies for the <br />City in determining VMT analysis methodology and CEQA <br />transportation impact thresholds. We updated their traffic <br />impact study guidelines consistent with requirements of SB <br />743. Fehr & Peers also provided a guidance document to assist <br />the City with their decision -making process. The document <br />consists of potential VMT screening maps, VMT comparison <br />charts, TPA maps, and sample project evaluation. We provided <br />guidance and recommendations on available project level <br />mitigation and TDM strategies specific to the City of Anaheim, <br />including many special generators such as sports stadiums and <br />theme parks. The project adopted of CEQA compliant <br />thresholds of significance by the July, 2020 deadline. The <br />project concluded with recommendations on a future tool for <br />the City to facilitate SB 743. <br />On -Call Transportation Engineering/Planning Services, Cal <br />Poly Pomona, Pomona, CA <br />Fehr & Peers has served as on -call transportation engineering <br />staff to Cal Poly Pomona for over ten years. Mr. Herrmann is <br />the main contact and Project Manager currently for the <br />campus. Fehr & Peers has assisted with site access, traffic <br />Studies, signage, signal design, conceptual designs, and major <br />planning efforts, including some of the following major efforts <br />on campus: <br />University Shuttle Only Lane Design (2020-Ongoing) — <br />Herrmann is the Project Manager for Fehr & Peers on <br />the initial feasibility study for the shuttle only lane <br />design project along University Drive around Cal Poly <br />Pomona. Fehr & Peers is currently providing traffic <br />engineering recommendations, the signing and <br />striping plans, and lighting design plans during the <br />PS&E phase. Mr. <br />Campus Master Plan Update & EIR (2017-Ongoing) — <br />Mr. Herrmann was the Project Manager Fehr & Peers <br />was part of the Campus Master Plan Update, a project <br />led by Ayers Saint Gross, and completed the <br />transportation component of the project. Fehr & <br />Peers provided recommendations on campus <br />mobility including vehicle access, parking, transit <br />access, bike access and on -campus pedestrian <br />mobility.
