Understanding of Need <br />The City of Santa Ana is rapidly changing its street and transportation network to respond to the needs <br />of the City's residents. The past several years has seen the City advance a range of innovative and <br />advanced active transportation and multi -modal transportation improvements to make the City's streets <br />safe and more convenient for all users. With the likely imminent adoption of the General Plan Update <br />(and the associated Mobility Element Update) by the City Council, the City's efforts to continue the <br />remake and rethink the street network will continue and will advanced more quickly. <br />The IBI Group Team has been assembled to provide the necessary experience, knowledge, and <br />capabilities to assist the City in the implementation of a range of transportation and traffic engineering <br />projects. We bring extensive experience in all of the service areas identified by the City in the RFP, <br />from traffic impact studies and VMT analysis, to active transportation project planning and design, to <br />traffic signal design and transit priority systems. Our team also brings a long history of work with City <br />staff on a range of projects, which provides a strong understanding of the City's priorities, as well as <br />the challenges and opportunities faced by City staff. This experience allows us to offer our services <br />working as an extension of City staff, focused on the same goals and outcomes. <br />We have organized our proposal to highlight our team's overall approach to project management as <br />part of on -call contracts and our key areas of expertise and capability should we be selected for this <br />contract. Following this understanding, we have provided a sample scope of work and schedule of <br />tasks, per the requirements of the RFP. <br />Project Management Approach <br />IBI Group and its team of transportation planners and engineers have the experience and knowledge to <br />successfully perform all of the services identified by the City of Santa Ana for this On -Call Contract. Our <br />Project Manager, Mike Arizabal, will serve as the primary point of contact for City staff. Mr. Arizabal is <br />well qualified to lead this assignment because of his 15+ years of experience in transportation planning <br />and engineering. Supporting Mike will be our Principal -in -Charge, William (Bill) Delo. Together, <br />Mike and Bill will be available points of contact for the City and will assign the appropriate staff and <br />task leads for the assignments that emerge from this on -call. Our overall team includes a mix of <br />transportation engineers, traffic engineers, and transportation planners capable of providing the range <br />of services requested by the City for this contract. <br />The IBI Team is currently working with several local and regional agencies on an on -call basis providing <br />engineering services ranging from planning -level conceptual engineering to the preparation of Plans <br />Specifications and Estimates (PS&E). These on -call projects have ranged from large interchange <br />and transit improvement projects to smaller scale traffic impact analysis, traffic signal, and active <br />transportation projects. Based on our previous on -call experience, the IBI team believes the following <br />key contributors are essential to a successful on call contract: <br />• Communication between Consultant's Project Manager and City Staff: Keeping the client in the loop <br />with respect to the project status and issues allows City staff to quickly act when key decisions need <br />to be made in order to keep the project moving. <br />• Understanding the Assignment: Establishing a clear understanding of the assignment with the City is <br />essential to getting an accurate scope and fee prepared, to a rapid kick-off meeting, and to successful <br />completion of the work. <br />10 IBI GROUP <br />
