<br /> <br />Exhibit 2 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Introduction <br />City of Santa Ana <br />HOME-ARP Allocation Plan <br />November 18, 2021 <br /> <br />The City of Santa Ana conducted significant consultation with citizens, elected officials, <br />non-profit agencies, public housing authorities, private developers, governmental <br />agencies, and the Orange County Continuum of Care in preparing the Program Year 2021 <br />Annual Action Plan Substantial Amendment for the HOME-ARP Allocation Plan. This <br />Substantial Amendment is being completed in order to receive and allocate HOME-ARP <br />funds. To address the need for homelessness assistance and supportive services, <br />Congress appropriated $5 billion in American Rescue Plan Act (ARP) funds to be <br />administered through the HOME Program to perform four activities that must primarily <br />benefit qualifying individuals and families who are homeless, at risk of homelessness, or <br />in other vulnerable populations. These activities include: (1) development and support of <br />affordable housing, (2) tenant-based rental assistance (TBRA), (3) provision of supportive <br />services; and (4) acquisition and development of non-congregate shelter units. The City <br />of Santa Ana has been allocated $6,183,914 in HOME-ARP funds. <br />Provide a concise summary of the jurisdiction’s activities to enhance coordination <br />between public and assisted housing providers and private and governmental <br />health, mental health and service agencies (91.215(l)). <br />To enhance coordination between public and assisted housing providers and private and <br />governmental health, mental health and service agencies, the City of Santa Ana sought <br />feedback from the Orange County Continuum of Care. Specifically, the Orange County <br />Continuum of Care held a countywide consultation meeting in which they invited the CoC <br />General Membership including public and assisted housing providers and private and <br />governmental health, mental health and service agencies from across Orange County. <br />The City of Santa Ana presented our HOME-ARP Allocation Plan at the meeting and <br />received feedback and consultation from all attendees. <br />The Housing Authority of the City of Santa Ana (CA093) was also consulted in the <br />preparation of this Substantial Amendment. The Housing Authority provided data on the <br />Housing Choice Voucher Program Waiting List, and future plans for allocating project- <br />based vouchers for permanent supportive housing. <br />In addition to the Housing Authority, the City invited private and governmental agencies, <br />mental health, and service agencies associated with this Action Plan Substantial <br />Amendment to the public hearing to provide input and feedback during the public <br />participation process. <br />Describe coordination with the Continuum of Care and efforts to address the needs <br />of homeless persons (particularly chronically homeless individuals and families, <br />families with children, veterans, and unaccompanied youth) and persons at risk of <br />homelessness. <br />EXHIBIT 2
