<br /> <br />Orange County’s Continuum of Care (CoC) is comprised of a large network of public, <br />private, faith-based, for-profit, and non-profit service providers who utilize various federal, <br />state and local resources to provide services and facilities for people experiencing <br />homelessness. The region’s cities and public housing authorities, including the City of <br />Santa Ana, also participate in the CoC and provide funding for resources and services for <br />people experiencing homelessness and those at-risk of becoming homeless. Non-profit <br />homeless service providers play a critical role in the CoC and in addressing homeless <br />needs within the City of Santa Ana. These organizations provide a range of services <br />throughout the city ranging from job training to creating permanent supportive housing <br />opportunities. The CoC guides the development of homeless strategies and the <br />implementation of programs to end homelessness throughout the region. <br />The City of Santa Ana serves on the Board of the Orange County Continuum of Care and <br />serves as the Chair of the CoC’s Housing Committee. In past years, the City also served <br />as the Chair of the CoC Board. In drafting the City’s HOME-ARP Allocation Plan, the City <br />sought feedback and consultation from the Orange County Continuum of Care. <br />Specifically, the Orange County Continuum of Care held a countywide consultation <br />meeting in which they invited the CoC General Membership including public and assisted <br />housing providers and private and governmental health, mental health and service <br />agencies from across Orange County. The City of Santa Ana presented our HOME-ARP <br />Allocation Plan at the meeting and received feedback and consultation from all attendees. <br />The City also reviewed the CoC’s current strategy and planning documents to ensure <br />coordination in goals and objectives. The City will continue to proactively work with the <br />CoC as well as its partners throughout the county to coordinate on the planning and <br />implementation of the HOME-ARP Allocation Plan. <br />Describe consultation with the Continuum(s) of Care that serves the jurisdiction's <br />area in determining how to allocate ESG funds, develop performance standards for <br />and evaluate outcomes of projects and activities assisted by ESG funds, and <br />develop funding, policies and procedures for the operation and administration of <br />HMIS. <br />The Emergency Solutions Grants (ESG) Program provides funds to assist sheltered and <br />unsheltered homeless individuals, as well as those at risk of homelessness to quickly <br />regain stability in permanent housing after experiencing a housing crisis and/or <br />homelessness. Recipients of ESG Program funding in Orange County include the <br />following entitlement jurisdictions: County of Orange, City of Anaheim, City of Irvine, City <br />of Santa Ana and City of Garden Grove. Collectively, this group is referred to as the <br />Orange County ESG Collaborative. To ensure that funds are leveraged to create <br />maximum impact, the Orange County ESG Collaborative manages a combined Request <br />for Proposals process, with aligned values and priorities, and makes funding <br />recommendations collaboratively to achieve the Orange County Continuum of Care goal <br />to end homelessness. <br />EXHIBIT 2
