<br /> <br />On November 7, 2019, three member cities of the Orange County ESG Collaborative <br />released a combined ESG Request for Proposals (RFP) to support the Orange County <br />Continuum of Care’s goal to end homelessness. (The County of Orange and City of <br />Irvine allocated their funding independent of the Collaborative for this funding cycle). The <br />Collaborative accepted applications until December 10, 2019, with supplemental <br />applications and requirements for both the City of Santa Ana and Anaheim. Applications <br />were reviewed by City staff together with housing and community development <br />commissioners from Santa Ana, Garden Grove and Anaheim. Applicants were <br />interviewed by the review panel on February 5, 2020. Following this RFP process, staff <br />recommended approval of the FY 2020-21 ESG program funding to seven organizations. <br />The funding recommendations were based upon applications received, performance and <br />current needs identified by staff. <br />The RFP included a provision for up to four one-year renewals that could be exercised <br />by each Collaborative member. Should the OC Collaborative determine to exercise these <br />annual renewals past the end of FY 20-21, an RFP would not be released again. This <br />means that current subrecipients awarded funding in FY 20-21 would be required to <br />submit a new budget and program summary each year, but a new RFP would not be <br />issued again for five years. Any new forms and information would be provided by the <br />Collaborative each year. In addition, the Collaborative reserves the right to redistribute <br />funding and/or issue a new RFP at its discretion. Each annual renewal for the City of <br />Santa Ana will be recommended for approval by City Council. <br />The Collaborative chose to exercise this renewal option for FY 2021-2022. While funding <br />recommendations are made collaboratively, ESG funds are to be used to provide eligible <br />activities within each jurisdiction in which they are funded. Subrecipients awarded funding <br />in FY 2020-2021 and interested in FY 2021-2022 funding, were required to re-submit a <br />budget and program summary for FY 2021-2022 ESG funding. <br />On annual basis, the City provides funding for HMIS. As a member of the Orange County <br />Continuum of Care Board, the City develops funding, policies and procedures for the <br />operation and administration of HMIS for the CoC. The City is also on the Policies, <br />Procedures, and Standards Committee which reviews any policies and procedures for <br />the operation and administration of HMIS prior to consideration by the Board. <br />In the development of the Consolidated Plan, the City of Santa Ana also consulted with <br />numerous housing, social service, and homeless service providers whose work intersects <br />with the goal of reducing and ending homelessness in Orange County and in Santa Ana. <br />This consultation provided input on allocation methodologies and approaches for ESG <br />programs. The City of Santa Ana regularly coordinates with the Orange County CoC to <br />align performance standards, evaluate outcomes of current initiatives, coordinate <br />program policies and procedures related to program design and HMIS administration. <br />EXHIBIT 2
