<br /> <br />County Continuum of Care HMIS Data, and the 2-1-1 Call Center with the most effective <br />strategy for ending the homelessness for a person experiencing homelessness. <br />Permanent supportive housing is the most effective practice to end the homelessness <br />for a person experiencing homelessness. The City has implemented this strategy and <br />best practice in various permanent supportive housing projects. The Housing Authority <br />has also implemented this best practice by providing tenant-based vouchers (HUD- <br />VASH, Mainstream, FYI and EHVs) for people experiencing homelessness. <br />Specifically, the nexus between the number of people experiencing unsheltered and <br />sheltered homelessness in the City of Santa Ana, the amount of time people are <br />spending in an emergency shelter before exiting, and the solution to provide permanent <br />supportive housing was justified and determined based upon the evidence-based <br />solution locally and nationally that permanent supportive housing ends homelessness. <br />HOME-ARP Activities <br />Describe the method for soliciting applications for funding and/or selecting <br />developers, service providers, subrecipients and/or contractors and whether the <br />PJ will administer eligible activities directly: <br />The City of Santa Ana provides financial assistance to support the acquisition, <br />rehabilitation, and new construction of properties to preserve and increase affordable <br />housing opportunities for lower income households through the following Programs: <br /> Low and Moderate Income Housing Asset Fund (Housing Successor Agency <br />Fund) including land assets owned by the Housing Successor Agency <br /> Inclusionary Housing Fund <br /> <br /> HOME Investment Partnerships Program (HOME) <br /> <br /> Community Development Block Grant Program (CDBG) and <br /> <br /> Project-Based Voucher Program (PBV) <br /> <br />These Programs are administered by the Housing Division of the City of Santa Ana <br />(under the direct supervision of the Housing Division Manager, the direction of the <br />Executive Director of Community Development, and the general supervision of the City <br />Manager). <br />The City of Santa Ana (City) and the Housing Authority of the City of Santa Ana <br />(Authority) will be soliciting applications for funding and/or selecting developers, service <br />providers, subrecipients and/or contractors by issuing a Request for Proposals (RFP) <br />for the development of permanent supportive housing in the City using HOME-ARP <br />Program funds. Proposed developments may be for the development and support of <br />affordable housing, and the acquisition and development of non-congregate shelter <br />units as the only two eligible activities. The RFP will include $5,256,326 in HOME-ARP <br />EXHIBIT 2
