The RFP will also include over $10 million in Inclusionary Housing <br />Funds, $3 million in HOME Program funds, and twenty-five project-based vouchers to <br />be used as additional local resources for the proposed project(s). The Request for <br />Proposals will be announced through notices to the following parties: <br />• Interested Developers and Nonprofit Organizations on the Housing Division’s <br />RFP Process Database. <br />o Developers and Nonprofit Organizations interested in being added to the <br />RFP Process Database can do so by contacting the City’s Housing <br />Division at any time. <br />• Other affordable housing membership association resources (e.g. Southern <br />California Association of Nonprofit Housing, Kennedy Commission, 2-1-1 OC) <br />• Public Notice in the local newspaper <br />• Published on www.Planetbids.com <br /> <br />A Qualified Developer (an “Applicant”) shall complete and submit to the Housing Division <br />the Proposal for HOME-ARP funds and prepare all required attachments and exhibits, <br />including, but not limited to, the project proforma, budget, sources and uses, project <br />management plan, tenant selection and marketing plan, relocation plan (if applicable), <br />signed purchase agreement and escrow instructions, preliminary title report, and limited <br />partnership documents (if applicable). <br />After the deadline for the RFP, the Housing Division staff shall review the proposal(s) to <br />determine that the minimum program and RFP requirements are met (minimum <br />threshold review) and the proposal(s) is eligible under CPD Notice 21-10. Proposals that <br />do not meet the minimum threshold review will be considered non-responsive. If the <br />proposal(s) meets the minimum threshold review, the Housing Division will form a <br />Review Panel. The Review Panel for the RFP will consist of at least one employee from <br />the City’s Public Works Agency, Planning and Building Agency, and Community <br />Development Agency and one outside agency or government-entity. If an employee is <br />not available in one department, a second employee may be requested from one of the <br />other two departments so long as there are at least two of the three City Agencies <br />represented on the Review Panel. <br />Using the scoring and selection criteria provided in the RFP, the Review Panel shall <br />determine whether the proposal(s) is recommended for a pre-loan commitment, with or <br />without conditions, of HOME-ARP Program funds. Including the scoring and selection <br />criteria, the Review Panel shall review the design of the proposed project for <br />appropriateness for the proposed target group, compatibility with surrounding uses, cost <br />effectiveness of construction, and appropriateness of the design and construction for low <br />maintenance and long term durability. Proposed projects must receive a minimum <br />threshold score of 75 points to move forward with the proposal review process. If the <br />Review Panel determines, in its discretion, that the proposal(s) may be recommended for <br />approval, the Housing Division shall request a underwriting and subsidy layering review <br />EXHIBIT 2
