<br /> <br /> <br />HOME-ARP Production Housing Goals <br />Estimate the number of affordable rental housing units for qualifying populations <br />that the PJ will produce or support with its HOME-ARP allocation: <br />The estimated number of permanent supportive housing units for people experiencing <br />homelessness that the City will produce or support (finance) with its HOME-ARP <br />allocation is thirty-four (34) units. This was calculated by dividing $5,256,327 by the <br />average amount of City and Housing Authority funds provided per affordable unit over <br />the last ten years, equal to $153,045. <br /> <br />Describe the specific affordable rental housing production goal that the PJ hopes <br />to achieve and describe how it will address the PJ’s priority needs: <br />The specific affordable rental housing production goal that the City of Santa Ana hopes <br />to achieve is to produce or support (finance) the development of at least thirty-four (34) <br />permanent supportive housing units. This will address the City’s priority needs to <br />provide a housing opportunity with wrap-around supportive services to people <br />experiencing unsheltered and sheltered homelessness in the City of Santa Ana referred <br />to the City by the Orange County Coordinated Entry System. This will also address the <br />City’s need to reduce the amount of time people experiencing sheltered homelessness <br />are spending in an emergency shelter before exiting to a housing solution. <br /> <br />Preferences <br />Identify whether the PJ intends to give preference to one or more qualifying <br />populations or a subpopulation within one or more qualifying populations for any <br />eligible activity or project: <br /> Preferences cannot violate any applicable fair housing, civil rights, and <br />nondiscrimination requirements, including but not limited to those <br />requirements listed in 24 CFR 5.105(a). <br /> PJs are not required to describe specific projects to which the preferences <br />will apply. <br />The City of Santa Ana will give a preference to chronically homeless individuals. <br />Chronically homeless means: (1) A ‘‘homeless individual with a disability,’’ as defined in <br />section 401(9) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11360(9)), <br />who: (i) Lives in a place not meant for human habitation, a safe haven, or in an <br />emergency shelter; and (ii) Has been homeless and living as described in paragraph <br />(1)(i) of this definition continuously for at least 12 months or on at least 4 separate <br />occasions in the last 3 years, as long as the combined occasions equal at least 12 <br />EXHIBIT 2
