<br /> <br />months and each break in homelessness separating the occasions included at least 7 <br />consecutive nights of not living as described in paragraph (1)(i). Stays in institutional <br />care facilities for fewer than 90 days will not constitute as a break in homelessness, but <br />rather such stays are included in the 12-month total, as long as the individual was living <br />or residing in a place not meant for human habitation, a safe haven, or an emergency <br />shelter immediately before entering the institutional care facility; (2) An individual who <br />has been residing in an institutional care facility, including a jail, substance abuse or <br />mental health treatment facility, hospital, or other similar facility, for fewer than 90 days <br />and met all of the criteria in paragraph (1) of this definition, before entering that facility; <br />or (3) A family with an adult head of household (or if there is no adult in the family, a <br />minor head of household) who meets all of the criteria in paragraph (1) or (2) of this <br />definition, including a family whose composition has fluctuated while the head of <br />household has been homeless. <br />The City will also have a local residency preference for chronically homeless individuals <br />with strong ties to the City of Santa Ana. <br />If a preference was identified, explain how the use of a preference or method of <br />prioritization will address the unmet need or gap in benefits and services <br />received by individuals and families in the qualifying population or category of <br />qualifying population, consistent with the PJ’s needs assessment and gap <br />analysis: <br />The use of a preference for chronically homeless individuals will prioritize the people <br />experiencing homelessness in the City by those individuals who most need access to <br />permanent supportive housing. Chronically homeless individuals have the most barriers <br />to accessing and maintaining residency in permanent housing. Therefore, this <br />preference will ensure that these individuals are prioritized for the permanent supportive <br />housing units first. The local residency preference will also ensure that the City is <br />serving chronically homeless individuals in the jurisdiction of the City instead of people <br />from outside the City of Santa Ana. <br />If a preference was identified, describe how the PJ will use HOME-ARP funds to <br />address the unmet needs or gaps in benefits and services of the other qualifying <br />populations that are not included in the preference: <br />The City of Santa Ana will address the unmet needs or gaps in benefits and services of <br />the other qualifying populations that are not included in the preference by serving <br />people experiencing homelessness after all of the referrals for chronically homeless <br />individuals has been exhausted. The City will address the housing needs for people <br />experiencing homelessness by approving them for residency after serving all of the <br />chronically homeless individuals with a local residency preference referred by the <br />Orange County Continuum of Care Coordinated Entry System. The unmet needs and <br />gaps in benefits and services of other qualifying populations (At risk of Homelessness; <br />Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, <br />EXHIBIT 2
