AESCO <br />AESCO Proposal No. P6513 <br />Statement of Qualifications <br />Russell Scharlin <br />Senior Geotechnical Engineer/Quality Control Manager, P.E., G.E. <br />Russell Scharlin is a senior geotechnical engineer with over 30 years <br />of experience in civil and geotechnical engineering. Primary <br />responsibilities include performing all aspects of construction <br />management, geotechnical engineering and environmental studies. <br />Mr. Scharlin has provided design and construction management <br />services related to pavements and foundations for numerous <br />structures, bridges, pump stations, freeways, tanks, communication <br />towers and other structures. <br />Specific Project Experience <br />Seismic Remediation-Elevated Roadway -John Wayne Airport, Santa Ana <br />Quality Control Manager: Mr. Scharlin was the Quality Control Manager <br />for the seismic retrofit of the bridge structure located at the John Wayne <br />Airport. The project was for the County of Orange and Caltrans. The <br />project consisted of installation of 64 steel column casings at select <br />concrete column locations, enlargement of selected foundation pile caps, <br />installation of new expansion joints at terminal vehicle ramps and <br />walkways, detensioning and retensioning of slab tendons and <br />miscellaneous pavement and sidewalk improvements. Also prepared the <br />Construction Quality Control Plan and the Welding Quality Control Plan. <br />Education: <br />M.S., Civil <br />Engineering <br />(Geotechnical), <br />University of <br />California at Davis <br />B.S., Civil ' <br />Engineering, <br />University of <br />California at Davis <br />40-hour Health and <br />Safety Training <br />i Registrations: ' <br />Geotechnical <br />Engineer, State of <br />1 California ' <br />Civil Engineer, State of <br />California <br />i (Mr. Scharlin is also <br />registered in several <br />other states.) <br />----------------� <br />Perris Valley Line Commuter Rail Extension Project -Riverside County <br />Quality Control Manager: Mr. Scharlin was the Quality Control Manager for quality control <br />inspection and materials testing and geotechnical engineering services for the Riverside County <br />Transportation Commission. The project involves a 24-mile extension of the existing 512-mile <br />Metrolink commuter rail system from Riverside to Perris. <br />Sand Canyon Grade Separation -Irvine <br />Quality Control Manager: Mr. Scharlin was the Quality Control Manager for the materials testing <br />and inspections for the Sand Canyon Grade Separation project at the 5 Freeway in Irvine. The <br />project includes the construction of a rail underpass, retaining walls, railroad relocation, storm <br />drains, utility relocations, Sand Canyon Avenue relocation, and a new pump station. Third parties <br />involved in the project include the City of Irvine, the Southern California Regional Rail Authority, <br />Caltrans, and the Irvine Ranch Water District. <br />Puente Hills Intermodal Facility and Railroad Improvements -Industry <br />Quality Control Manager: Mr. Scharlin was the Quality Control Manager for construction of the <br />Intermodal Facility where waste will change from transportation by trucks to trains to the Mesquite <br />Landfill in Brawley, California.
