PROPOSAL CONTENTS <br />Proposals are to be prepared in such a way as to provide a straightforward, concise <br />delineation of capabilities to satisfy the requirements of this RFP. Colored displays, <br />promotional materials, etc., are not necessary or desired. Emphasis should be concentrated <br />on conformance to RFP instructions, responsiveness to the RFP requirements, and on <br />completeness and clarity of content. Dividers and clear organization of content and material <br />are encouraged. <br />Cover Letter <br />Proposals shall include a letter signed by a principal or authorized representative who <br />can make legally binding commitments for the entity. Include type of business entity. <br />Cover Letter shall not exceed one page. <br />Cover letter must be addressed to the following: <br />Sergio Vidal, Assistant Director of Finance & Management Services Agency <br />City of Santa Ana — Finance and Management Services Agency <br />20 Civic Center Plaza <br />Santa Ana, CA 92701 <br />2. Agreement Statement <br />Proposal shall include a statement outlining your concurrence or concerns with any and <br />all provisions as contained in the Standard Agreement attached as Exhibit A of this RFP. <br />3. Firm and Team Experience <br />Proposal shall include a profile of the firm's experience including the following: <br />a. A general description of the firm, including size, number of employees, and any past <br />or contemplated changes in ownership. <br />b. A description of the size of the firm's governmental staff and the firm's experience <br />with governmental agencies of a similar size, nature, and scope. Emphasis should <br />be placed on assignments undertaken within the past three (3) years and on <br />engagements undertaken by the personnel proposed to be assigned to this <br />agreement. <br />c. Name and contact information of the Project Manager to be assigned to the <br />engagement. <br />d. Resumes for the professional staff assigned to the engagement. A discussion of <br />educational background and relevant experience of the Partner, Supervisor(s) and <br />Staff which will be assigned to this engagement as well as their assigned <br />responsibilities under the proposal shall be included. <br />RFP No. 21-024 Professional Auditing Services Page 10 of 34 <br />
