7.0 TRAFFIC IMPACT ANALYSIS METHODOLOGY <br />The relative impact of the proposed Project during the AM peak hour and PM peak hour was <br />evaluated based on analysis of future operating conditions at the twenty-five (25) key study <br />intersections, without, then with, the proposed Project. The previously discussed capacity analysis <br />procedures were utilized to investigate the future volume -to -capacity relationships and service level <br />characteristics at each study intersection. The significance of the potential impacts of the Project at <br />each key intersection was then evaluated using the following traffic impact criteria. <br />7.1 Impact Criteria and Thresholds <br />7.1.1 City of Santa Ana <br />Based on the City of Santa Ana, impacts to local and regional transportation systems are considered <br />significant if any of the following would occur: <br />■ Project traffic would cause an intersection currently operating at an acceptable peak hour Level <br />of Service (LOS) to operate at an unacceptable peak hour LOS. The City of Santa Ana considers <br />LOS D to be the minimum acceptable LOS for all intersections, except for those locations <br />located within the City's defined major development areas, where LOS E is considered <br />acceptable. Based on the above, the following summarizes the LOS required for each key study <br />intersection: <br />➢ LOS "D" Requirements: <br />1. Elk Lane at First Street <br />2. I-5 SB On -Ramp at First Street <br />7. I-5 SB On-Ramp/Mabury Street at 4th Street <br />8. I-5 NB Ramps at 41h Street <br />13. SR-55 SB Ramps at 4th Street <br />18. Cabrillo Park Drive at 17th Street <br />➢ LOS "E" Requirements: <br />3. <br />Cabrillo Park Drive at First Street <br />4. <br />Golden Circle Drive at First Street <br />9. <br />Cabrillo Park Drive at 41h Street <br />10. <br />Golden Circle Drive at 4th Street <br />11. <br />Park Center Drive at 41h Street <br />19. Cabrillo Park Drive at Wellington Avenue <br />21. Mabury Street at Fruit Street <br />22. Cabrillo Park Drive at Fruit Street <br />23. Park Center Drive at Fruit Street <br />25. Cabrillo Park Drive at Park Court Place <br />12. Tustin Avenue at 41 Street <br />16. Cabrillo Park Drive at State Fund Access Road <br />17. Cabrillo Park Drive at Xerox Center Access Road <br />20. Tustin Avenue at Wellington Avenue <br />24. Tustin Avenue at Fruit Street <br />■ The project increases traffic demand by 1% of capacity (ICU increase >_ 0.01) at a signalized <br />study intersection forecast to operate at an acceptable LOS. <br />■ At unsignalized intersections, an impact is considered to be significant if the project causes an <br />intersection at LOS D or better to degrade to LOS E or F and the traffic signal warrant analysis <br />determines that a signal is justified. <br />
