7.1.2 City of Tustin <br />For those study intersections within the jurisdiction of the City of Tustin, impacts to local and <br />regional transportation systems are considered significant if - <br />An unacceptable peak hour Level of Service (LOS) at any of the key intersections is projected. <br />The City of Tustin considers LOS D to be the minimum acceptable condition that should be <br />maintained during the peak commute hours. For this analysis, if the project increases traffic <br />demand at the study intersection by 1 % of capacity (ICU increase >_ 0.010), causing or worsening <br />LOS E or F (ICU > 0.901), the impact is considered significant. <br />7.2 Traffic Impact Analysis Scenarios <br />The following scenarios are those for which volume/capacity calculations have been performed at <br />the twenty-five (25) key intersections for existing plus project, near -term (Year 2025) and long-term <br />(Year 2040) traffic conditions: <br />A. Existing Traffic Conditions; <br />B. Existing Plus Project Traffic Conditions; <br />C. Scenario (B) with Improvements, if necessary; <br />D. Near -Term (Year 2025) Cumulative Traffic Conditions, <br />E. Near -Term (Year 2025) Cumulative plus Project Traffic Conditions; <br />F. Scenario (E) with Improvements, if necessary; <br />G. Long -Term (Year 2040) Future Traffic Conditions; <br />H. Long -Term (Year 2040) Future Traffic Conditions plus Project Traffic; and <br />I. Scenario (H) with Improvements, if necessary. <br />
