Review of column (4) of Table 8-2 indicates that two (2) intersections are significantly impacted by <br />the Project under Year 2025 Cumulative Plus Project traffic conditions, which include I-5 NB <br />Ramps/4th Street and SR-55 SB Ramps/4th Street. Review of column (5) indicates that the <br />implementation of planned and/or recommended improvements at the intersections will help offset <br />the Project's impact. Planned and recommended improvements are discussed in Section 11.0. <br />Although the intersection of Elk Lane/First Street operates adversely during the PM peak hour, the <br />proposed Project adds less than 0.010 increment to the ICU value and is therefore not considered <br />significantly impacted based on the LOS standards and impact criteria specified in this report. <br />Although Cabrillo Park Drive/Park Court Place operates adversely during the PM peak hour, a <br />traffic signal is not warranted during the PM peak hour and therefore the intersection is not <br />considered significantly impacted based on the LOS standards and impact criteria specified in this <br />report. However, a traffic signal is warranted during the AM peak hour and therefore it is <br />recommended to implement improvements at the intersection to help achieve acceptable level of <br />service. Review of column (5) indicates that the installation of a two-phase traffic signal at this <br />intersection would help improve the intersection and result in an acceptable level of service. It <br />should be noted that the installation of a two-phase traffic signal would be in place of previously <br />identified improvements at the intersection (i.e. median diverters to prohibit cross -traffic) as <br />documented in the Traffic Impact Study for the Metro East Overlay Zone in the City of Santa Ana. <br />Appendix D also presents the near -term ICU/LOS and HCM/LOS calculations for the twenty-five <br />(25) key study intersections. Appendix H presents the signal warrant worksheets for the intersection <br />of Cabrillo Park Drive/Park Court Place. <br />
