11.0 RECOMMENDED INTERSECTION IMPROVEMENTS <br />For those intersections where projected traffic volumes are expected to result in unacceptable <br />operating conditions, this report recommends (identifies) improvement measures that change the <br />intersection geometry to increase capacity. These capacity improvements involve roadway widening <br />and/or re -striping to reconfigure (add lanes) to specific approaches of a key intersection. The <br />identified improvements are expected to: <br />■ mitigate the impact of existing traffic, Project traffic and future non -project (ambient traffic <br />growth and cumulative project) traffic and <br />■ improve Levels of Service to an acceptable range and/or to pre -project conditions. <br />11.1 Planned and/or Recommended Improvements <br />11.1.1 Existing Plus Project Traffic Conditions <br />The results of the intersection capacity analyses presented previously in Table 8-1 shows that the <br />proposed Project is expected to have a significant impact at one (1) of the twenty-five (25) key study <br />intersections under Existing Plus Project traffic conditions. As such, the following intersection <br />improvements are recommended to mitigate the impacts of the proposed Project under these <br />conditions. <br />No. 13 — SR-55 SB Ramps at Fourth Street: Modify the eastbound shared through/right- <br />turn lane to construct a free -right turn lane. Modify the existing traffic signal as necessary. <br />This improvement is subject to the review and approval of the City of Santa Ana and <br />Caltrans. Per City requirements, the Project may be expected to pay a fair-share/local fee to <br />cover the Project's fair share of the full construction costs needed to implement these <br />mitigation measures. <br />11.1.2 Year 2025 Cumulative Plus Project Traffic Conditions <br />The results of the intersection capacity analyses presented previously in Table 8-2 shows that the <br />proposed Project is expected to have a significant impact at two (2) of the twenty-five (25) key study <br />intersections under Year 2025 Cumulative Plus Project traffic conditions. As such, the following <br />intersection improvements are recommended to mitigate the impacts of the proposed Project under <br />these conditions. <br />No. 8 — I-5 NB Ramps at Fourth Street: Construct an additional westbound right -turn lane. <br />Modify the existing traffic signal as necessary, inclusive any modifications to the traffic <br />signal phasing. This improvement is consistent with the Traffic Impact Study for the Metro <br />East Overlay Zone in the City of Santa Ana. This improvement is subject to the review and <br />approval of the City of Santa Ana and Caltrans. The proposed Project is expected to pay the <br />full construction cost needed to implement these mitigation measures, which are reflected in <br />the Project site plan and is considered a "design feature". <br />No. 13 — SR-55 SB Ramps at Fourth Street: Same as those identified in Section 11.1.1 — <br />Modify the eastbound shared through/right-turn lane to construct a free -right turn lane. <br />Modify the existing traffic signal as necessary.
