thoroughly review by the Public works Agency for compliance with all applicable development <br />standards. <br />Finding 3: The proposed development plan is designed to be compatible with adjacent <br />development in terms of similarity of scale, height, and site configuration and otherwise achieves <br />the objectives of the Design Principles specified in Section 5 of the MEMU. <br />Project Compliance: The Project is consistent with the development standards specified in <br />Section 5 of the MEMU. The building is designed with a high -quality design that includes varied <br />massing, changes in form, and comprises high -quality materials including a light sand stucco <br />exterior, fiber cement panel siding, metal railings, aluminum storefronts, brick veneer, metal <br />canopies, and high -quality architectural detailing (e.g., exterior lighting, entry doors, fenestration, <br />etc.). During the development review process, City staff provided extensive design comments, <br />which resulted in higher -quality building materials, an increase in the commercial square footage, <br />and building elevations that are architecturally detailed and designed to be pedestrian -oriented. <br />The commercial storefronts are enhanced with cornices and metal canopies and the primary <br />access to the commercial uses will be from Fourth Street and Cabrillo Park Drive. The Project <br />promotes pedestrian activity with landscaping and publicly accessible open space. <br />Finding 4: That the land uses, site design, and operational considerations in the proposed <br />development plan have been planned in a manner that will result in a compatible and harmonious <br />operation as specified in Section 7 of the MEMU. <br />Project Compliance: The Project is consistent with the development standards specified in <br />Section 7 of the MEMU. The Project has been designed to ensure compatibility between the <br />residential and non-residential uses on site. The commercial uses have separate entrances from <br />the residential uses, and the parking management plan will manage parking between the <br />residential and non-residential uses. On -site lighting will be consistent with Chapter 8 of the Santa <br />Ana Municipal Code. <br />The Project would implement the mitigation measures identified in the Certified EIR. MM-OZ 4.4- <br />1, which requires maximum use of non -reflective materials, will minimize potential glare. In <br />compliance with Mitigation Measure MM-OZ 4.1-3, the Applicant will prepare a lighting plan that <br />demonstrates the Project will minimize potential impacts related spillover light. Thus, the Project <br />would not result in any new or increased significant impacts related to light and glare beyond <br />impacts already identified in the Certified EIR. <br />4.1.3 Any substantial changes in circumstances involving new significant impacts or <br />substantial increase in the severity of significant impacts that will require major revisions <br />of the Certified EIR? <br />No substantial changes in the circumstances related to the aesthetic or visual environment have <br />occurred since certification of the Certified EIR, and no substantial new scenic resources have <br />been identified within the vicinity of the Project Site that would result in new or more severe <br />significant environmental impacts. <br />Cabrillo Town Center City of Santa Ana <br />Technical Memorandum August 2023 <br />City Council 18 — 498 10/3/2023 <br />
