a reduction in peak hour traffic, which would benefit arterials like Fourth Street between Tustin <br />Avenue and Cabrillo Park Drive, which carry 23,828 vehicles during a weekday.' This would help <br />reduce any potential that traffic volumes would generate CO exceedances of the ambient air <br />quality standard.$ <br />Finally, the Project would not result in any substantial emissions of TACs during the construction <br />or operations phase. During the construction phase, the primary air quality impacts would be <br />associated with the combustion of diesel fuels, which produce exhaust -related particulate matter <br />that is considered a toxic air contaminant by CARB based on chronic exposure to these <br />emissions.9 However, construction activities would not produce chronic, long-term exposure to <br />diesel particulate matter. During long-term project operations, the Project does not include typical <br />sources of acutely and chronically hazardous TACs such as industrial manufacturing processes <br />and automotive repair facilities. As a result, the Project would not create substantial <br />concentrations of TACs. <br />In addition, the SCAQMD recommends that health risk assessments be conducted for substantial <br />sources of diesel particulate emissions (e.g., truck stops and warehouse distribution facilities) and <br />has provided guidance for analyzing mobile source diesel emissions.10 The Project would not <br />generate a substantial number of truck trips. Based on the limited activity of TAC sources, the <br />Project would not warrant the need for a health risk assessment associated with on -site activities. <br />Thus, the Project's operational activities would not expose sensitive receptors to excessive <br />emissions. Therefore, the Project would not result in any new or increased significant air quality <br />impacts beyond those already identified in the Certified EIR. <br />Odors <br />The Project would not result in activities that create objectionable odors. The Project is a mixed - <br />use development that would not include any activities typically associated with unpleasant odors <br />and local nuisances (e.g., rendering facilities, dry cleaners). SCAQMD regulations that govern <br />nuisances (i.e., Rule 402, Nuisances) would regulate any occasional odors associated with <br />residences. Additionally, the Project would implement Mitigation Measure MM-OZ 4.2-1 from the <br />City of Santa. As discussed in the 2003 AQMP, the 1992 <br />CO Plan included a CO hotspot analysis at four intersections in the peak A.M. and P.M. time periods, <br />including Long Beach Boulevard and Imperial Highway (Lynwood), Wilshire Boulevard and Veteran <br />Avenue (Westwood), Sunset Boulevard and Highland Avenue (Hollywood), and La Cienega Boulevard <br />and Century Boulevard (Inglewood). The busiest intersection was Wilshire and Veteran, used by <br />100,000 vehicles per day.
