As a result of the research and field survey, the commercial building at 1971 East 4th Street does <br />not appear to be historically significant under either the California Register of Historical Resources <br />(California Register) or City of Santa Ana criteria. The building is therefore not a significant <br />historical resource as defined by CEQA. The building is part of an approximately 8-acre <br />development, Town Center Plaza, that includes four buildings with a cohesive design aesthetic. <br />However, the development as a whole is less than 50 years old, with the exception of the building <br />at 1971 East 4th Street, and none of the buildings are exceptional examples of a particular style. <br />Thus, the Project would not directly or indirectly impact a historic resource and would not result in <br />any new or increased significant impacts related to historic resources beyond impacts already <br />identified in the Certified EIR. <br />Archaeological Resources <br />The Certified EIR concluded that implementation of the Overlay Zone has the potential to directly <br />or indirectly destroy a unique paleontological resource or site, or unique geologic feature and this <br />would be considered a significant impact, and compliance with the identified mitigation measure <br />would reduce this impact to less than significant. The Project would include excavation beyond <br />10 feet below ground surface and would be required to implement Mitigation Measures MM-OZ <br />4.4-2 and MM-OZ 4.4-3, requiring construction monitoring by a qualified archeologist and certain <br />actions in the event that a potential resource is encountered during Project construction. Thus, <br />the Project would not result in any new or increased significant impacts related to archaeological <br />resources beyond impacts already identified in the Certified EIR. <br />Human Remains <br />The Certified EIR concluded that construction activities under the Overlay Zone could result in <br />the disturbance of human remains interred outside of formal cemeteries. The Project would <br />include excavation and would be required to implement Mitigation Measure MM-OZ 4.4-4, which <br />prescribes certain actions in the event human remains are encountered during Project <br />construction. Thus, the Project would not result in any new or increased significant impacts related <br />to human remains beyond impacts already identified in the Certified EIR. <br />Mitigation Measures <br />The Project would implement Mitigation MM-OZ 4.4-1 through MM-OZ 4.4-4 from the Certified <br />EIR. <br />4.5.3 Any substantial changes in circumstances involving new significant impacts or <br />substantial increase in the severity of significant impacts that will require major revisions <br />of the Certified EIR? <br />No substantial changes in the circumstances related to cultural resources have occurred and no <br />substantial new cultural resources have been identified within the vicinity of the Project since the <br />certification of the Certified EIR that would result in new or more severe significant environmental <br />impacts. <br />Cabrillo Town Center City of Santa Ana <br />Technical Memorandum August 2023 <br />City Council 18 — 526 10/3/2023 <br />
