hydro -consolidation settlement, but the normal settlement that occurs from placing a building on <br />top of soil would occur. The report includes preliminary development standards that are specific <br />to the Project to ensure no significant impacts related to geologic unit/soil instability would occur. <br />Thus, the Project would not result in any new or increased significant impacts related to geologic <br />unit/soil instability beyond impacts already identified in the Certified EIR. <br />Expansive Soil <br />The Certified EIR concluded that future development under the Overlay Zone could be located on <br />expansive soil. However, implementation of Mitigation Measure MM-OZ 4.5-2 would reduce this <br />impact to a less -than -significant level. In compliance with Mitigation Measure MM-OZ 4.5-2, <br />testing for expansive soils was conducted as part of the Supplemental Geotechnical Investigation <br />Report prepared for the Project by LGC Valley, Inc., dated December 16, 2021 (refer to <br />Attachment C). The report noted that some soils at the Project Site have high expansive potential. <br />The report includes preliminary development standards that are specific to the Project to ensure <br />that no significant impacts related to expansive soil would occur. Thus, the Project would not <br />result in any new or increased significant impacts related to expansive beyond impacts already <br />identified in the Certified EIR. <br />Septic Tanks <br />The Certified EIR concluded that new development would connect to the existing sewer system <br />and would not use septic tanks. No impacts would occur. The Project would connect to the City's <br />existing sewer system and would not require the use of septic tanks or alternative wastewater <br />disposal systems. Thus, the Project would not result in any new or increased significant impacts <br />related to expansive soils beyond impacts already identified in the Certified EIR. <br />Paleontological Resources <br />The Certified EIR concluded that implementation of the Overlay Zone has the potential to directly <br />or indirectly destroy a unique paleontological resource or site, or unique geologic feature, and this <br />impact would be less than significant with implementation of Mitigation Measure MM-OZ 4.4-4. <br />The Project would include excavation beyond 10 feet below ground surface and would be required <br />to implement Mitigation Measure MM-OZ 4.4-4 from the Certified EIR, requiring certain actions in <br />the event that a potential resource is encountered during Project construction. Thus, the Project <br />would not result in any new or increased significant impacts related to paleontological resources <br />beyond impacts already identified in the Certified EIR. <br />4.7.3 Any substantial changes in circumstances involving new significant impacts or <br />substantial increase in the severity of significant impacts that will require major revisions <br />of the Certified EIR? <br />No substantial changes in the circumstances related to geology and soils have occurred and no <br />areas that are susceptible to geology and soil impacts have been identified within the vicinity of <br />the Project Site since the certification of the Certified EIR that would result in new or more severe <br />significant environmental impacts. <br />Cabrillo Town Center City of Santa Ana <br />Technical Memorandum August 2023 <br />City Council 18 — 539 10/3/2023 <br />
