Strong Seismic Ground Shaking <br />The Certified EIR concluded that implementation of the Overlay Zone could expose people or <br />structures to potential substantial adverse effects, including the risk of loss, injury, or death <br />involving strong seismic groundshaking. However, implementation of Mitigation Measure MM-OZ <br />4.5-1 would reduce this to a less -than -significant level. In compliance with Mitigation Measure <br />MM-OZ 4.5-1, a Supplemental Geotechnical Investigation Report has been prepared for the <br />Project by LGC Valley, Inc., dated December 16, 2021 (refer to Attachment C). The report <br />includes preliminary development standards that are specific to the Project and its potential to <br />endure seismic groundshaking to ensure no significant impacts related to seismic groundshaking <br />would occur. Thus, the Project would not result in any new or increased significant impacts related <br />to being located in a fault zone beyond impacts already identified in the Certified EIR. <br />Liquefaction <br />The Certified EIR concluded that implementation of the Overlay Zone could expose people or <br />structures to potential substantial adverse effects, including the risk of loss, injury or death <br />involving seismic -related ground failure, including liquefaction. However, implementation of <br />Mitigation Measure MM-OZ 4.5-1 would reduce this impact to a less -than -significant level. In <br />compliance with Mitigation Measure MM-OZ 4.5-1, a Supplemental Geotechnical Investigation <br />Report has been prepared for the Project by LGC Valley, Inc., dated December 16, 2021 (refer to <br />Attachment C). The report noted that some soils at the Project Site are susceptible to liquefaction. <br />The report includes preliminary development standards that are specific to the Project to ensure <br />no significant impacts related to liquefaction would occur. Thus, the Project would not result in <br />any new or increased significant impacts related to liquefaction beyond impacts already identified <br />in the Certified EIR. <br />Erosion/Loss of Topsoil <br />The Certified EIR concluded that implementation of the Overlay Zone could result in soil erosion <br />and the loss of topsoil. However, compliance with applicable regulations would ensure that this <br />impact remains less than significant. The Project would be required to comply with the same <br />regulatory standards outlined in the Certified EIR that would ensure no significant impacts related <br />to erosion/loss of topsoil would occur. Thus, the Project would not result in any new or increased <br />significant impacts related to erosion/loss of topsoil beyond impacts already identified in the <br />Certified EIR. <br />Geologic Unit/Soil Stability <br />The Certified EIR concluded that implementation of the Overlay Zone could subject people and <br />structures to hazards associated with lateral spreading, subsidence, or collapse. However, <br />adherence to MM-OZ 4.5-1 and the CBC would ensure that this impact would be less than <br />significant. In compliance with Mitigation Measure MM-OZ 4.5-1, a Supplemental Geotechnical <br />Investigation Report has been prepared for the Project by LGC Valley, Inc., dated December 16, <br />2021 (refer to Attachment C). The report noted that soils at the Project Site are not subject to <br />Cabrillo Town Center City of Santa Ana <br />Technical Memorandum August 2023 <br />City Council 18 — 538 10/3/2023 <br />
