Table 15 <br />Consistency Analysis-2022 Climate Change Scoping Plan <br />(Key Residential and Mixed -Use Project Attributes That Reduce GHG Emissions) <br />Priority Area <br />Building <br />Decarbonization <br />Key Project Attribute <br />Reduces parking requirements by: <br />Eliminating parking requirements or <br />including maximum allowable parking <br />ratios (i.e., the ratio of parking spaces to <br />residential units or square feet); or <br />Providing residential parking supply at a <br />ratio of less than one parking space per <br />dwelling unit; or for multifamily residential <br />development, requiring parking costs to <br />be unbundled from costs to rent or own a <br />residential unit. <br />At least 20 percent of units included are <br />affordable to lower -income residents <br />Results in no net loss of existing <br />affordable units <br />Uses all -electric appliances without any <br />natural gas connections and does not use <br />propane or other fossil fuels for space <br />Project Substantial Consistency <br />transit bus lines (OCTA local Lines <br />64 and 71), Metrolink's Santa Ana <br />station. <br />The Project provides 2 parking <br />spaces per apartment unit (including <br />guest spaces) and 2.2 units per <br />townhouse. Project parking would <br />be unbundled. <br />The Project would be a market -rate <br />residential development with no <br />units dedicated to affordable <br />housing for lower -income residents. <br />However, the Project would be <br />required to pay an affordable <br />housing in lieu fee in compliance <br />with Article XV111.1 of Chapter 41 of <br />the Santa Monica Municipal Code to <br />further the production of affordable <br />housing units and development <br />within the City_ <br />The Project would not remove any <br />housing or affordable housing units; <br />rather, it would increase the housing <br />stock of market -rate and affordable <br />housing units through payment of an <br />in lieu fee.
