With Mitigation <br />4.16.1 Impact Determination in the EIR <br />Increase in Traffic/ LOS <br />The Certified EIR stated that the significance of local street segment impacts related to excess <br />vehicle traffic is usually determined on a case -by -case basis because each street segment has <br />unique characteristics. The City has established goals for maintaining LOS D or better on local <br />streets. The ability to determine LOS on a local street is very difficult for several reasons. Most <br />importantly, each street is unique in character. Local streets vary considerably in terms of street <br />width, adjacent land uses, density, presence of schools, day care, senior housing, proximity to <br />other major streets, and other factors. A level of traffic which may be perceived as too much on <br />one street may be acceptable on another. Furthermore, a lane of traffic, carrying the traditional <br />LOS D volume on an arterial street, would be far too much traffic for most residential streets. The <br />City has established LOS guidelines based on average daily traffic (ADT) along particular street <br />segments depending on the street segment type. The maximum roadway capacities, in ADT, are <br />based on the number of lanes and roadway classification. <br />For the Overlay Zone, the LOS for roadway segments is determined by comparing the ADT <br />volumes for each roadway segment to the appropriate LOS D capacity for that roadway <br />classification. When the ADT volume is within the LOS D volume criteria, the roadway segment <br />is operating at an acceptable LOS.
