Air Traffic Patterns <br />As discussed previously, the Certified EIR stated that the Overlay Zone is located approximately <br />6.5 miles northeast of JWA and is located outside of the Airport Planning Area for JWA. However, <br />because the Overlay Zone could result in the development of structures that are more than 200 <br />feet above ground level, filing with the FAA is required. As required by mitigation measure MM- <br />OZ 4.6-4, any future projects within the Overlay Zone that would exceed 200 feet in height (from <br />ground level at the project site) would be required to file a Notice of Proposed Construction or <br />Alteration (FAA Form 7460-1). Therefore, compliance with recommendations or guidelines from <br />the FAA would ensure that future development would not result in any change to air traffic <br />patterns. This impact was determined to be less than significant. <br />Parking <br />The Certified EIR stated that the Overlay Zone would consist of approximately 5,551 residential <br />units, over 3.4 million sf of office space, and 1.3 million sf of commercial space. The uses in each <br />zone determine the amount of parking required. Parking requirements within the City of Santa <br />Ana are provided in Chapter 41 of the City of Santa Ana Municipal Code. Since the exact uses <br />that would be developed under the Overlay Zone are not known at this time, the precise amount <br />of parking required is not known. As the City's Municipal Code regulates the amount of parking <br />necessary for development within the City, future development within the Overlay Zone would be <br />required to adhere to existing regulations, as well as the guidelines listed above in Table 4.12-9 <br />of the Certified EIR. Any future development projects within the Overlay Zone would be subject <br />to review to ensure compliance with the City's parking requirements of the Overlay Zone and <br />Municipal Code. Thus, future development projects would be required to provide adequate <br />parking, and this impact was determined to be less than significant. <br />Design Hazards <br />The Certified EIR stated that the Overlay Zone will be designed to utilize the existing network of <br />regional and local roadways located within the vicinity of the study area. Three additional street <br />segments may be constructed during implementation of the Overlay Zone in conjunction with <br />reuse of the properties under a private development scenario. Additional proposed changes to <br />road design within the study area as a part of the Overlay Zone could include potential <br />improvement measures. Most of the identified improvements include the addition of one lane to <br />a road segment, or the addition of a turn lane at an intersection and would not represent an <br />increase in hazards associated with a design feature. Rather, these recommended improvements <br />are designed to reduce potential hazards due to congestion. As such, this impact was determined <br />to be less than significant. <br />Emergency Access <br />The Certified EIR stated the Overlay Zone would be required to meet all applicable local and State <br />regulatory standards for adequate emergency access.
