discussion of whether the Project would impair an emergency response plan. Adherence to <br />applicable local and state regulatory standards and mitigation measures identified within under <br />that topic ensures this impact remains less than significant. <br />Conflict with Transit, Bicycle, Pedestrian Facilities Plans <br />The Certified EIR stated that the Overlay Zone would not conflict with adopted policies, plans, or <br />programs supporting alternative transportation. The Overlay Zone would comply with City of <br />Santa Ana Municipal Code requirements and would provide bicycle racks, parking spaces for <br />carpool/vanpool vehicles, and display rideshare information. In addition, the Overlay Zone is <br />intended to provide a live -work community that would reduce daily vehicle trips, thereby <br />encouraging alternative transportation via pedestrian and bicycle traffic. After analyzing public <br />transit within two miles of the Overlay Zone, the following facilities and/or programs could be <br />incorporated into the project to help encourage public transit patronage for program -related trips. <br />Note that the implementation responsibility for some of these facilities and programs would fall on <br />agencies other than Santa Ana, the lead agency for this project. Thus, coordination between the <br />City of Santa Ana, local and regional transit providers, and the project developer will be required <br />on several of these items. The Mitigation Measure MM-OZ 4.12-1 shall be implemented, as <br />required by applicable local, state, or federal laws or regulations, or the Overlay Zone. As the <br />Overlay Zone would be consistent with the City's goals and policies pertaining to expanding <br />alternative transportation, and because the Overlay Zone is designed to facilitate alternative <br />transportation, this impact was determined to be less than significant. <br />Congestion Management <br />The Certified EIR stated that the Orange County Transportation Authority is designated as the <br />Congestion Management Agency (CMA) to oversee the Orange County CMP. The following three <br />intersections are the only CMP intersections within the study area: <br />• First Street at 1-5 South Bound On Ramp (Santa Ana) <br />• Fourth Street at SR-55 Southbound Ramps (Santa Ana) <br />• Irvine Boulevard at SR-55 Northbound Ramps (Tustin) <br />All three CMP intersections are signalized. As discussed above in the Thresholds of Significance, <br />a traffic -related project contribution is considered significant for the City of Santa Ana intersections <br />if the change in ICU is greater than 0.01, which is more stringent than the CMP criteria. In addition, <br />a traffic related project contribution is considered significant for the City of Tustin intersection if <br />the change in ICU is greater than 0.03, as identified by the CMP. <br />As discussed above in Impact 4.12-7, two of the CMP intersections, Fourth Street/SR-55 <br />Southbound ramps and Irvine Boulevard/SR-55 Northbound ramps, would experience poor LOS <br />due to the proposed project. Implementation of the above identified improvement measures for <br />these two intersections would improve the level of service to acceptable operating conditions <br />(LOS D). Therefore, if the improvement measures are implemented in the future under specific <br />development projects, impacts to these intersections would be less than significant.
