CaIEEMod also generates estimates of daily and annual emissions of air pollutants resulting <br />from future operation of a project. Operational emissions of air pollutants are produced by mobile <br />sources (vehicular travel) and stationary sources (utilities demand). Utilities for the Project Site are <br />provided by Southern California Edison (SCE) for electricity and Southern California Gas for natural gas. <br />CalEEMod has derived default emissions factors for electricity and natural gas usage that are applied <br />to the size and land use type of the Project in question. CaIEEMod also generates estimated operational <br />emissions associated water use, wastewater generation, and solid waste disposal. <br />Similar to construction, SCAQMD's CaIEEMod software was used for the evaluation of Project emissions <br />during operation. CalEEMod was used to calculate on -road fugitive dust, architectural coatings, <br />landscape equipment, energy use, mobile source, and stationary source emissions.18 To determine if a <br />significant air quality impact would occur, the net increase in regional and local operational emissions <br />generated by the Project was compared against the SCAQMD's significance thresholds.19 Details <br />describing the operational emissions of the Project can be found in in the Technical Appendix. <br />Toxic Air Contaminants Impacts (Construction and Operations). Potential TAC impacts are evaluated by <br />conducting a qualitative analysis consistent with the CARB Handbook followed by a more detailed <br />analysis (i.e., dispersion modeling), as necessary. The qualitative analysis consists of reviewing the <br />Project to identify any new or modified TAC emissions sources. If the qualitative evaluation does not <br />rule out significant impacts from a new source, or modification of an existing TAC emissions source, a <br />more detailed analysis is conducted. <br />18 Energy consumption estimates with CaIEEMod 2022.1.1.14 are based on the California Energy Commission's <br />2020 Residential Appliance Saturation Survey (residential uses) and 2021 Commercial Forecast database, <br />both of which reflected the 2019 Title 24 energy efficiency standards.
