Thresholds of Significance <br />State CEQA Guidelines Appendix G <br />Would the Project: <br />a) Conflict with or obstruct implementation of the applicable air quality plan; <br />b) Result in a cumulatively considerable net increase of any criteria pollutant for which the project <br />region is non -attainment under an applicable federal or State ambient air quality standard; <br />c) Expose sensitive receptors to substantial pollutant concentrations; or <br />d) Result in other emissions (such as those leading to odors) adversely affecting a substantial <br />number of people? <br />City and SCAQMD Thresholds <br />For this analysis the Appendix G Thresholds are relied upon. The analysis utilizes factors and <br />considerations recommended by the City of Santa Ana and SCAQMD Thresholds, as appropriate, to <br />assist in answering the Appendix G Threshold questions. <br />(a) Construction <br />The City recommends that determination of significance be made on a case -by -case basis, considering <br />the following criteria to evaluate construction -related air emissions: <br />(i) Combustion Emissions from Construction Equipment <br />• Type, number of pieces and usage for each type of construction equipment; <br />• Estimated fuel usage and type of fuel (diesel, natural gas) for each type of equipment; and <br />• Emission factors for each type of equipment. <br />(ii) Fugitive Dust —Grading, Excavation and Hauling <br />• Amount of soil to be disturbed on -site or moved off -site; <br />• Emission factors for disturbed soil; <br />• Duration of grading, excavation and hauling activities; <br />• Type and number of pieces of equipment to be used; and <br />• Projected haul route. <br />(iii) Fugitive Dust —Heavy -Duty Equipment Travel on Unpaved Road <br />• Length and type of road; <br />• Type, number of pieces, weight and usage of equipment; and <br />• Type of soil. <br />(iv) Other Mobile Source Emissions <br />Cabrillo Town Center <br />Air Quality ac77ca <br />PAGE 18 <br />City of Santa Ana <br />10/3/2023 July 2023 <br />
